Description
Photos and Drawings Solicitation The U.S. Army Corps of Engineers, New England District is issuing a HUBZone certified small business set-aside contractors to qualified contractors to design and install a solar photovoltaic electric generating system in two different locations: Hop Brook Lake & Naugatuck River Basin Office Middlebury, CT. The first array, located at the Naugatuck River Basin Office, shall be capable of producing approximately 9,600 kWh annually, shall be installed on the roof of the metal storage building at the Naugatuck River Basin Office. The second, located at the Hop Brook Lake Project Office, shall be capable of producing approximately 32,000 kWh annually, shall be installed on three roofs at the Hop Brook Lake Project Office. Work shall commence within 14 days after the Contractor receives the Notice to Proceed (NTP). The work shall be completed and ready for use no later than 90 days after the NTP. In addition to examining the criteria in FAR 9.104-1, the Contracting Officer will also examine whether the low bidder can meet the requirements of the following Definitive Responsibility Criterion. The apparent low bidder will be required to meet the following experience requirements: Ten (10) projects, completed within the last five years, that included installation of PV systems ranging in system size from 5kW to 60kW to carport roofs, building roofs, or ground-mounted systems, to include associated components, monitoring systems and all necessary conductors and conduit that resulted in fully operational systems, free of deficiencies. The contractor crew shall have included at least one North American Board of Certified Energy Practitioners certified installer. The Contracting Officer will verify that the submitted project(s) meet the definitive responsibility criterion as part of the responsibility determination. Bidders are not required to submit documentation that demonstrates they have met this criterion at the time of bid. The Government will request such supporting documentation from the bidder anticipated to receive the award. The NAICS code for the work described below is 237130 with a Small Business Size Standard of $36,500,000.00. The estimated magnitude of this project is between $100,000 to $150,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. All responsible sources may submit a quotation which will be considered by the New England District. Please note this solicitation is set aside for HUBZone certified small businesses.
