- The Corporation for National and Community Service (CNCS) intends to purchase order to Dataprise, Inc., 9600 Blackwell Road, 4th Floor, Rockville, MD 20850 to evaluate current legacy website custom code, its legacy structure/design, the development of new requirements, design, and code based upon open source COTS software and modules in rehosting of a modernized website and assorted applications. This includes documentation, training, and ongoing maintenance of a legacy website during transition as well as support after transition to a new website. The period of performance for this effort will be 12 months. This contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 13.106-1 for the aforementioned requirement based on the application of FAR 13.106-1(b)(1). This acquisition is being advertised under NAICS Code 541511 Custom Computer Programming Services, which has a size standard of $27.5 million. This is not a request for proposals. Firms believing they have the capability to provide the above service must provide written notification to the Government point of contact listed below no later than Wednesday, August 30, 2017 at 1:00pm ET. Responses shall include supporting evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. All responses received by the due date will be considered by Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of refreshing the legacy website. This is NOT a request for quotes or proposals. Responses to this Notice of Intent should be direct to Lisa Carter @ lcarter@cns.gov via email only (no phone calls/voice mail messages regarding questions will not be accepted and will not receive a response) and should reference notice number CNSHQ17T0049. Reponses should include the firm's Dun & Bradstreet number and Tax Identification Number and the firm's business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541511, of $27.5 million dollars. This notice may represent the only official notice of this requirement.
