Description

The Department of Veterans Affairs, NCO-21 intends to issue a sole source procurement action for Laboratory Services with; Quest Diagnostics Incorporated 3 Giralda Farms Madison, NJ 07940 The procurement is planned for a 5-year period beginning 10/1/2017. NAICS Code: 621511, Medical Laboratories with a Small Business Size Standard of $32.5M. This requirement will be satisfied by Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; This is a notice of intent to award a limited sources procurement action and is not a request for competitive proposals. Contractor shall provide a full range of reference laboratory services for VASNHS Laboratory. VASNHS is comprised of a VA Medical Centers & VA Primary Care Clinics (VAPCC Services provided to VASNHS under the resultant BPA shall include the transportation of clinical laboratory specimens to the Contractors laboratory(s), the performance of analytical testing as defined by the Contractor's reference test manual, the reporting of analytical test results and consultative services as required to assimilate the full scope of its laboratory operations to VASNHS. All requirements and provisions defined in the specifications of this solicitation will apply to any laboratory (i.e. branch, division, sub-contractor, etc.) performing reference testing on behalf of the Contractor. In addition, this agreement shall automatically include any and all new facilities acquired into VASNHS during the BPA period at a negotiated cost per coverage. When additions occur, a modification to the BPA will be executed notifying the Contractor of their eligibility. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this synopsis by 1 Sep 2017, 4:00 PM Pacific Standard Local Time to Scott Wolfe, Network Contract Office, VISN 21, by E-mail to Scott.Wolfe@va.gov. Responses received will be considered; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Network Contracting Office will not reimburse any costs connected with providing the capability information.
