- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to FLIR Commercial Systems, Inc., 9 Townsend W, Nashua, NH, 03063 for a FLIR A8303sc camera. The BMBS maintains and operates a customized direct georeferencing aerial remote sensing system that is comprised of integrated hardware and software components that makes it uniquely suited for the US Fish & Wildlife Service's (USFWS) natural resource applications. The BMBS is standardizing sensors and other components of the direct georeferencing system. The intent of this standardization is to create redundancy in vulnerable system components in the event that a component fails. A second objective of the standardization duplication of certain system components is that it will support construct of multiple complete direct georeferencing systems over time. Multiple systems mounted in multiple fleet aircraft would substantially increase capacity for larger projects but standardized system components will facilitate efficient management and maintenance through the same integration software and firmware. The BMBS direct georefereing aerial remote sensing system currently integrates a FLIR camera on loan from the USGS Sedimentation and Geomorphology Lab in Boulder, CO. The system mounting adaptors and controlling software environment (SDK) have been specifically designed to accommodate the FLIR thermal camera and associated visible spectrum cameras. The FLIR A8303sc camera also supports the objectives of standardization which will protect against component failures and creation of additional direct georeferencing systems. An alternative brand would require extensive reprogramming and reengineering of the mounting system and compromise the objectives above. In addition the FLIR A8303sc includes absolute temperature calibration which is an essential feature for the BMBS applications. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
