- This notice will be extended until 15 September 2017. Yokota Fire & Emergency Services Dispatch Center PURPOSE: Yokota AFB, Japan intends to issue a Request for Quote (RFQ) FA5209-17-Q-1024 to support a Brand Name Requirement for a Motorola Dispatch Center Upgrade to Yokota Fire Department's existing Motorola Dispatch Center. This is a Pre-solicitation Notice Only. This notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. In addition, a Brand Name Justification will be posted along with the solicitation in accordance with FAR 5.102(a)(6). PROJECT DESCRIPTION: Yokota Fire Department has a requirement for the Engineering, Furnishing, Installation, and Test (EFI&T) of an E911 Emergency System for Yokota Air Base (AB), Japan. The contractor shall provide all personnel, materials, supervision, tools, supplies, equipment, labor, training, licensing and other items and non-personal services necessary to design, install, integrate and optimize the upgrade to the Yokota FES primary and alternate dispatch communication center located at building 530 & 1247. The contractor will ensure all manufacturers' recommendations will be strictly adhered to during the installation of the system. This requirement shall fulfill the needs of both the primary and alternate emergency control center (ECC). This project is intended to upgrade the primary ECC comprised of two (2) MCC7500 dispatch consoles, two (2) VESTA 911 call taker positions, two (2) APX7500 consoles, and one (1) NICE recorder. In addition to the upgrades to the primary ECC a single alternate ECC will be upgraded and comprised of one (1) MCC 7500 dispatch console, one (1) Vesta 911 call take position, and one (1) APX7500 console. This new system shall provide direct delivery of E911 calls to the DoD-staffed Public Safety Answering Point (PSAP) without the need for intermediate call answering by a municipal PSAP. Dependent on available funding this project may include the installation of a Public Alerting System (PAS) across all three of Yokota's fire stations. If funded this PAS will be integrated into the Motorola Dispatch Center and be compromised of replaced amplifiers, speakers, ambient noise controllers, and wiring as required to provide full system capability. The installation and integration of the PAS to the Motorola shall be in accordance with Motorola installation practices to maintain the standard system warranties for both the Dispatch Center and the PAS. **This description is not intended to be all encompassing and is subject to change.** TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 811213, Communications Equipment Repair and Maintenance and the size standard is $10M. A single award is expected to be made as a result of evaluation of quotes received. TYPE OF SET-ASIDE: This requirement is anticipated to be a Brand Name Motorola requirement only with no small business set-aside. PERIOD OF PERFORMANCE: The anticipated period of performance is 180 calendar days after a resulting award is made. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 31 August 2017. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in SAM, www.sam.gov, in order to receive a Government contract award. Offerors must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award.
