- NAVSUP Fleet Logistic Center San Diego “ Seal Beach Detachment intends to issue a sole source purchase order in accordance with FAR Part 12 and Part 13 to American National Standards Institute (ANSI), Inc, 25 W. 23rd Street, 4th floor, New York, NY 10036. The proposed contract action is for an annual license to access to the ANSI site. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). The Commander, Navy Region Southwest (CNRSW) relies on ANSI standards in order to ensure they are in compliance with all industry safety regulations. This allows CNRSW to prepare for safety audits and comply with safety standards on a regular basis. ANSI cannot be accessed without the purchase of a license and the information under said licenses is copyrighted. ANSI is the owner of the content copyrights and does not distribute licenses through third parties. As such, the procurement of an ANSI license is only available through the sole source creator. Without access to the ANSI data, CNRSW cannot ascertain the most current and applicable standards to implement onsite. This puts employees and guests at risk and is not practical or allowable by government standards. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail to melissa.ferri@navy.mil. Requests must include company name, address, POC name, telephone number, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. Responses are due by Tuesday September 12, 2017, 12:00 PM, Pacific Standard Time. If no responses are received, FLCSD-Seal Beach will proceed with the sole source award
