- GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Solicitation for Security Fence Additions and Safety Improvements at the Imnaha Satellite Facility ('Facility') - Imnaha, OR. The Facility is an adult trapping and acclimation facility that is staffed and operated from March thru September. Due to its remote location, the facility is managed by Lookingglass Fish Hatchery ('Hatchery') which is located approximately two hours away. The Facility has a variety of fencing needs. In particular, portions of the perimeter security fencing on the west side of the facility needs repair. Handrails around the fish ladder and acclimation pond should be enclosed to meet USFWS Safety Standards. THE WORK CONSISTS OF: (Refer to the Sections C, E, F, G, H, and J of the Solicitation for Additional Information) Contractor shall repair and/or replace damaged sections of the perimeter security fencing (approximately 80 linear feet in total) on the west side of the property (refer to Exhibit 1, Photos 1 thru 6 for additional information). The existing fencing is a 74-inch tall brown chain link fencing with barbed wire tip outs. Replacement fencing shall be the same height as the existing fencing, shall be powder or vinyl-coated brown, and shall include barbed wire tips outs with 3-strand barbed wire. Contractor shall fully-enclose the existing handrails along both sides of the fish ladder (approximately 95 linear feet on each side) with chain link fence material to meet USFWS Safety Standards for guardrail openings for guardrails accessible by the general public. Specifically, openings shall not be more than 4 inches. The top of the guardrail shall be a minimum of 42 inches from the ground. Fencing does not have to be powder-coated brown. Contractor shall fully-enclose the existing guardrails along three sides of the acclimation pond (approximately 300 linear feet in total) with chain link fence material to meet USFWS Safety Standards for guardrail openings for guardrails accessible by the general public. Specifically, openings shall not be more than 4 inches. The top of the guardrail shall be a minimum of 42 inches from the ground. Fencing does not have to be powder-coated brown. Contractor shall furnish and install one (1), 5-foot wide man gate and one (1), 10-foot wide swing gate on the guardrail surrounding the fish ladder. Exact locations shall be coordinated with the Technical POC or their designee. Contractor shall furnish and install one (1), 5-foot wide man gate and two (2), 10-foot wide swing gates on the guardrail surrounding the acclimation pond. Exact locations shall be coordinated with the Technical POC or their designee. Contractor shall furnish and install 250 linear feet of new perimeter security fencing, as well as one (1) 5-foot wide man gate, along the eastside of the Facility's property. The exact fence path and gate location will be determined by the Technical POC prior to construction. Refer to Exhibit 1, Photos 7 and 8, for additional information. EVALUATION: (Refer to Section M of the Solicitation for Additional Information) Award will be made to the responsible qualified offeror providing the lowest price. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. Additional information on the site visit can be found in FAR Provision 52.236-27 Alt I (Site Visit [Construction]). DATES, SET-ASIDE INFORMATION, AND GOVERNMENT POC: The solicitation, specifications, and other attachments are available for download on FedBizOpps (FBO) (http://www.fbo.gov) and FedConnect (http://www.fedconnect.net) on August 29, 2017, with an anticipated quote due date of September 13, 2017. In order to view these documents on FBO, prospective bidders are required to self-register their firm with FBO (Go to FBO and Register Now under Vendor / Citizens). Registrants are responsible for the accuracy of the information on the registration list. In order to view these documents on FedConnect, prospective bidders shall go to FedConnect and click on Search Public Opportunities Only. The anticipated award date will be on or about September 15, 2017. The overall period of performance of the resulting contract will be from Notice to Proceed to December 31, 2017; however, all base tasks shall be completed by November 30, 2017. This is an 100% small business set-aside procurement. The applicable NAICS Code is 238990 (All Other Specialty Trade Contractors) with a small business size standard of $15.0 Million.
