JOFOC FEDBIZOPPS.GOV ANNOUNCEMENT: 29 Aug 2017 SUBJECT: Notice of intent to award a Sole Source SOLICITATION NUMBER: NB688000-17-04594 CONTACT POINTS: Michael Fredericks, Contracting Officer (303) 497-7763; DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Optical Frequency Measurement Group, intends to issue a Firm Fixed Priced purchase order to a single source under the authority of FAR 13.106-1, “ Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements”, to Holzworth Instrumentation Inc., Boulder, CO 80301. This purchase is for a four-channel microwave frequency synthesizer with up to 2 GHz range. DELIVERABLES: NIST requires one, four-channel microwave frequency synthesizer with output frequency range up to 2 GHz. TECHNICAL SPECIFICATIONS: We require an Holzworth HS9004 with OPT-B4 and OPT-EXTMOD-4 with the following specifications: · Four independent channels with independent frequency control covering the range 0.25 MHz to 2 GHz. · 250 kHz to 2 GHz frequency range · 0.001 Hz tuning resolution for the independent channels. · 0.3 ms switching speed · internal timebase with 1ppm/year stability · external reference option with 10 MHz input frequency · 100 MHz output reference frequency with +5 dBm power · output power = -70 dBm to +10 dBm, settable · external modulation capability, with frequency, phase, amplitude modulation capability · phase noise performance at 1 GHz carrier frequency: -132 dBc/Hz at 10 kHz and -138 dBc/Hz at 100 kHz, -83 dBc/Hz at 10 Hz, -111 dBc/Hz at 100 Hz, -124 dBc/Hz at 1000 Hz · computer control interface for all synthesizer parameters on all four channels, including GUI for control of the synthesizer. · USB control interface from a computer · Control software library for unit control via matlab, C++, and similar · SMA jack for output signals · Standard AC power connector for US power. TECHNICAL CONSIDERATIONS: We require one four channel synthesizer, which can either be a single unit, or act as four independent units. GOVERNMENT FURNISHED PROPERTY OR INFORMATION: NA DELIVERABLE SCHEDULE: 8 weeks ARO INSPECTION AND ACCEPTANCE: User will inspect the frequency synthesizer and test performance using NIST time and frequency metrology tools. Technical Requirements Below is a list of the technical requirements: · Must specified to operate at cryogenic temperatures (4K) · Magnetically shielded · 4 channels, SMA-F connectors · Insertion loss: ≤ 1 dB max from 4—12 GHz · Isolation: > 14 dB from 4—12 GHz · Frequency range: 4—12 GHz DELIVERY We require delivery by 31 Oct 2017. The North American Industry Classification System (NAICS) code for this acquisition is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electric Signals, with a size standard of 750 employees. No solicitation package will be issued. This Notice of Intent is NOT a Request for Quotation (RFQ) nor is it a request for competition; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to michael.fredericks@nist.gov. The government will consider responses received by 3:00PM, MDT, 1 September, 2017. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored. All responses to this notice of intent must be submitted so that they are received at michael.fredericks@nist.gov no later than 1 September, 2017 at 3:00 PM MDT.
