- COMBINED SYNOPSIS/SOLICIATION VA246-17-Q-1900 ScriptPro Portal/Kiosk and Inventory Management system and add on for all sites (I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. (II)This solicitation is issued as a Request for Quote (RFQ). Submit written quotes on RFQ VA246-17-Q-1900 (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (IV) Any amendments issued to this combined/synopsis will ONLY be available on the FBO website (www.fbo.gov). (V) The Network Contracting Office 6-SAO East intends to award a firm-fixed price contract for ScriptPro Portal/Kiosk and Inventory Management system for the VAMC FAYETTEVILLE NC 28301-3856. (VI) The North American Industrial Classification System (NAICS) code for this procurement is 334510 with a small business size standard of 1250 employees. This procurement is a set-aside for SDVOSB and all eligible offerors may submit quotes. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. All SDVOSB s must be listed and registered in Vetbiz.gov to be considered for award. (VII) Questions concerning this solicitation shall be addressed to Audrey Wooten Contract Specialist, and emailed to Audrey.Wooten@va.gov. All questions or inquires must be submitted no later than 4:00 pm Eastern Standard time on 8/30/2017. No phone call will be accepted. (VIII) The Government will award a contract resulting from this RFQ to the responsible offeror whose quote is the lowest price technically acceptable. Quotes are due by 1pm. Eastern Standard time on 8/31/2017 Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. ScriptPro Inventory Management (SIM) provides efficient and accurate insight to your inventory through real-time inventory tracking, order generation, electronic transmission, and inventory receiving for retail and ambulatory pharmacies. ScriptPro supports direct EDI interfaces to suppliers and automatic download of supplier catalogs. All the necessary setup, interface, and system integration will work with the current ScriptPro system in place. It increases both patient safety and efficiency. It is essential that this system operates and be compatible with the existing ScriptPro system currently place in the Fayetteville VA enterprise. ScriptPro Portal/Kiosk systems help to increase pharmacy staff efficiency, timeliness of medication drop off/pick up, smooth workflow process, and provide notification to patients. tracks patients from the time they choose to use your pharmacy through the completion of their prescription services. PSP allows patients to check in before they arrive at your pharmacy, such as at a physician clinic or online, automatically entering and prioritizing their orders within the workflow. In the pharmacy, the system calls patients to the pickup windows and displays patient service level statistics to pharmacy staff. ScriptPro's SP Kiosk will be in the pharmacy waiting area or in a physician clinic, allowing patients to drop off their new prescriptions, enter refill requests, and select the pickup time and location of their choice. PSP is integrated with SP Central Workflow and utilizes notice boards, kiosks, and ticket window displays. A variety of reports provide pharmacies insight into patient wait times, prescription filling, and more. PSP offers many reports to manage patient wait times and filling, including: Number of patients served and # of prescriptions filled per technician or window, Patient wait time from kiosk check-in to prescription pickup, Average and maximum wait times by category, and Tickets created versus tickets checked in. All the necessary setup, interface, and system integration will work with the current ScriptPro system in place. It increases both patient safety and efficiency. The Fayetteville VA Medical Center needs ScriptPro Inventory Management for each of the 3 pharmacies to increase pharmacy staff efficiency and ScriptPro Portal Kiosk to improve patient service at both the Ramsey St Medical Center and the Wilmington Healthcare Clinic locations. The brand name only requirement is requested for standardization with existing equipment for the ScriptPro dispensing system currently in use at all three FVAMC 565 pharmacies. It is essential that this system operates and be compatible with the existing ScriptPro dispensing system currently placed in Fayetteville VAMC. (3) {a) A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY'S NEED: The ScriptPro with components easily optimizes inventory. minimize stock outs. and reduce missing doses with smart drawer designs and provide 50% more capacity compared with similar units on the market. The ScriptPro securely stores medications with durable metal locking lid drawers. and prevent medication mix-ups with the integrated Medication Label Printer. The equipment can easily expand the system as the need changes. It allows the staff to switch shelves to drawers; new controlled substance dispenser. and take advantage of future innovations enabled by the modern Starbus electronics architecture. All the necessary setup, interface. and system integration will work with the current ScriptPro system already in place. It increases both patient safety and efficiency, in addition to patient satisfaction. (b) ESTIMATED DOLLAR VALUE (c) REQUIRED DELIVERY DATE: 04/30/2018 (4) IDENTIFICATION OF THE JUSTIFICATION RATIONALE (SEE FAR 8.405-6), AND IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE. (CHECK ALL THAT APPLY AND COMPLETE) [8J Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. The ScriptPro systems must possess several characteristics. The system works along with the Pharmacy VistA System and must use TCP/IP for communication with VistA. The system will provide regular updates and work alongside all different tvpes ScriptPro units that are in place at the Fayetteville VAMC enterprise. The systems will reside on a medical VLAN and the vendor must comply with all VA Information Security requirements. D A patent, copyright or proprietary data limits competition. The proprietary data is: (If FAR 8.405-6(a)(2) iii before posting. Do not include specific proprietary data. Only mention the type of equipment. procedure. etc. to show that proprietary supplies or services are being procured.) These are "direct replacements" parts/components for existing equipment. System must be compatible with existing ScriptPro system already in use at the three FAVMC 565 pharmacies (main campus Ramsey St. Wilmington HCC. and Fayetteville HCC). No other vendor is compatible with existing system. The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system. ScriptPro is standard throughout the Fayetteville Health Care System. Plan is to merge all outpatient automation onto one server. Therefore. the equipment purchased for all sites must be compatible with the ScriptPro system at the main campus pharmacies. FAY HCC. and the WHCC. Compatibility is also necessary to facilitate drug accountability, monitoring of dispensed medications and accountability of controlled substances. The system needs to be compatible with existing operations to support operations and anticipated growth of this service. ScriptPro is already utilized by throughout FVAMC and VISN 6. Pharmacists, pharmacy technicians. and IT staff are already trained in the operation and support of this vital system. The staff will rotate between the main campus and HCC. Standardization of the systems improves patient care by decreasing medication errors and maximizing efficiency. Utilizing the same system decreases training and staff education, streamlines operations, and decreases expenses related to the extensive training that would be required. Purchased of the ScriptPro system would not require any additional training, programming, interface, or IT changes D The new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. D An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays. (5) DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.4 TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE DETERMINATION: The current product under ScriptPro's V797P-4237B FSS schedule contract represents the best value and will result in the overall lowest cost considering price and administrative costs. Failure to standardize could lead to increased probability human error involving direct patient care. (6) DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: Market Research was conducted and found the following; VIP search showed there are 186 SDVOSB listed under NACIS 339112 but not limited to providing this type of requirement. ScriptPro provided a sole source letter stating they are the sole manufacture but has authorized SDVOSB vendors capable of meeting the government's needs. The determination satisfied the requirement of FAR 8.405-6(b). (7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION: Fayetteville VAMC pharmacists. technicians, IT, and Biomed staff are already trained in the use of ScriptPro, leading to safer and more positive implementation process for VA patients and staff. (8) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: Market Research will be performed prior to any subsequent purchases of ScriptPro Systems to determine if any additional sources have become available.
