(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i), which states "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The name of the company the Government intends to award a contract to is GREAT MINDS IN STEM, 602 MONTEREY PASS RD., MONTEREY PARK, CA, 91754-2419. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-17-T-0311. This acquisition is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, Effective 19 Jan 2017. (iv) The associated NAICS code is 611699. The small business size standard is $11M. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 The Contractor shall provide services related to this contract for Emerald Level sponsorship, which shall be provided at the Hispanic Engineer Achievement Awards Conference (HENAAC) at the Pasadena Conference Center, in accordance with Section C.3 of the Performance Work Statement (PWS), QTY. One (1) Job. CLIN 0002 Contractor Manpower Reporting CLIN 0003 DATA (vi) Description of requirements: C.1 Background C.1.1 General. HENAAC is a national Affinity group (Hispanic) organization that hosts an annual conference that provides government and non-government agencies access to STEM talent and Hispanic Serving Academic Institutions. HENAAC is the conference sponsor and the only organization that can provide access to the conference. The event is in Pasadena California hosted at the Pasadena Convention Center from 18 to 22 October 2017. C.1.2 RDECOM. In support of RDECOM diversity, inclusion and outreach objectives, the organization is participating in the event and purchasing a sponsorship at the appropriate level for mission requirements. C.2 Objective The Government requires services related to this contract for the Emerald Level sponsorship, which shall be provided on site at the HENAAC Conference in the Pasadena Convention Center in Pasadena California from 18 to 22 October 2017. C.3 Requirement The Contractor shall provide the following minimum requirements: 3.1 Branding/Marketing. 3.1.1 Full event registration for 10 personnel from RDECOM. Each registrant will have access to the events, seminars, awards ceremonies, career fair and exhibit hall activities from 18 to 22 October 2017 to conduct engagement and marketing activities; 3.1.2 Career Opportunity Promotional placement in recruiting guide/materials. RDECOM can place career opportunity and organizational branding material in HENAAC guide/materials used during the event; 3.1.3 Executive Presenter at Signature Awards Events. If applicable, the RDECOM senior leader at the conference will be a presenter at the signature awards event; 3.1.4 Organizational recognition in materials, web based and social media aspects of the event by HENAAC. 3.1.5 Participation in the Research Posters Competition, RDECOM organizational branding material will be prominently showcased during the competition. 3.1.6 Presenter at the Student Leadership Show. RDECOM will have the opportunity to present awards to students participating in the Research Poster Competition. 3.2 Outreach 3.2.1 Support of "College Bowl Team" activities. RDECOM will be given the college students (10 to 12) and resources to support one team in the HENAAC College Bowl competition; 3.2.2 Host 1 seminar for prospective candidates, interns, academic institutions. RDECOM will be provided with a seminar room (max capacity of 100 people) to conduct outreach, recruiting and marketing activities in a 50 minute session during the conference on Friday, 20 October; 3.2.3 Participation in Career/Networking events. Register participants are invited to these closed sessions during the conference in order to engage with the HENAAC participants. Specific sessions are identified in the conference schedule; 3.2.4 Executive participation in Senior Executive Sessions. Senior leader access and participation in the HENAAC executive sessions during the conference; 3.2.5 RDECOM has the opportunity to judge the scientific and technical posters presented by senior high school, undergraduate, and graduate students; 3.2.6 Summit Selection Committee Participation. Two (2) members of the sponsoring organization can participate in the invitation only summit selection committee; 3.2.7 Summit Conference Planning Committee Participation. The sponsoring organization will have access to participate in the future conference planning session at the end of the HENAAC conference. 3.3 Recruiting 3.3.1 Career/Grad School event Exhibit Booth (20X20 ft.), six (6) career fair event registrations. HENAAC will provide RDECOM and all other sponsor participants with exhibit space in the Pasadena Convention Center, Pasadena California from 18 to 22 October. RDECOM will have a 20x20 ft. exhibit space to conduct outreach, recruiting and marketing activities. 3.3.2 Career/Grad School event interview Booth stations. HENAAC will provide three (3) booth stations dedicated for RDECOM's use to interview students/candidates during Friday, 20 October, and Saturday, 21 October. 3.3.3 The resumes of the student finalists from the Poster Competition will be available to RDECOM. C.4 AT/OPSEC Anti-Terrorism/Operational Security is not applicable to these requirements. C.5 Distribution Statement The Contractor shall distribute this PWS in accordance with the following distribution statement: Distribution Statement A: 1. Approved for public release; distribution is unlimited (28 August 2017). (vii) Delivery is required by 08 September 2017. Delivery shall be made to RDECOM, Aberdeen Proving Ground, MD.
