Description
The Department of Health and Human Services (DHHS), National Institute of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Genome Integrity (LGI) Flow Core), plans to procure on a competitive basis a BioBubble Benchtop Class I Hood Bioenclosure for FACSAria IIu Violet Cell Sorter". The current NIH Policy for Biosafety of Cell Sorters (July 28, 2012) mandates that all human and non-human primate cell types, including cell lines and primary cells, regardless of known infectious pathogen status, are handled with enhanced biosafety level (BSL) - 2 precautions due to increased aerosol risks. This requires the use of a Class I or II biosafety hood enclosure equipped with HEPA filter to remove aerosolized particulate matters in order to protect laboratory personnel. Approximately 80% of the CCR LGI Flow Core cell sorting activities involve human cell line or primary tissue samples or samples transduced with infectious particles (primarily retrovirus or lentivirus) which require the enhanced BSL-2 sort abilities. With the purchase of this enclosure, the CCR LGI aim to become fully compliant with NIH biosafety policies and minimize delays in scheduling sorts and avoid potential compromise of experimental procedures that require the enhanced BSL-2 sorting capabilities. In the LGI, where the one remaining open FACSAria cell sorters is housed, there is no space to install fixed, large biosafety cabinets. The flexible, BioBubble Benchtop Class I Hood Bioenclosure is the smaller footprint alternative which can be installed on the top of the table where the FACSAria cell sorter is located with only ~6-12" extra space requirement. It is possible to install such a cabinet without any structural modifications. Furthermore, the flexible design of the BioBubble allows both operators and service engineers to have easy access to the instrument during normal operation and repair services without obstruction from the hood itself. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.5. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation, No. N02RC72668-73, includes all applicable provisions and clauses in effect through FAR FAC 2005-95 (January 19, 2017). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Description of Requirement The following product features/ salient characteristics are required for this requirement: • Small footprint, flexible benchtop enclosure (maximum area 32"x54"). • Maximum height clearance below 96". • Installation does not require structural remodeling/alterations to the room. • Low speed fan with efficient hood design to deliver airflow in excess of 100 fpm. • HEPA filter capable of removing 99.97% of larger than 0.3μm particles. • Auto sensing controller that adjusts fan speed as filter conditions change. Delivery: Contractor(s) shall deliver the item within 60 days after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. The contractor must notify the NCI Technical Point of Contact to schedule the delivery and installation date and time. Installation: To be carried out by the manufacturer and shall occur within approximately one week of delivery. Payment: Payment shall be made after delivery, installation and acceptance of the required equipment.
