Page 1 of 2 PURPOSE: Fort Jackson National Cemetery Honor Guard Alarm System Project In an effort to enhance opportunities for Veteran Own Small Business (VOSB) as required by Public Law 109-461 specifically the Veterans First Contracting Program, the VA National Cemetery Administration (NCA) is performing preliminary market research to identify qualified SDVOSB and VOSB firms that are interested, capable, and has the capacity necessary to compete for this very important NCA procurement opportunity. The findings of the preliminary market research will be used in considering a 100% set aside for SDVOSB first and VOSBs second, pursuant to the set-aside authority contained in Public Law 109-461. THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. SUBJECT: Request for information (RFI), Synopsis for the Procurement and Installation of ADA compliant automatic door openers and remote activation devices, to include wireless push switch, plate or other remote activation. The Department of Veterans Affairs, in conjunction with the National Cemetery Administration (NCA) is seeking a better understanding of the market capability for the proposed equipment above. The purpose of this Request for information (RFI) is to obtain information on the capability of vendors to provide and install ADA compliant automatic door openers to include the specified complementary components as described within the Scope of Work. This RFI allows potential contractor to submit a non-binding statement of interest and documentation demonstrating their capabilities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess available sources capabilities, and solicit feedback for acquisition planning purposes. NCA is requesting response from qualified suppliers and/or businesses concerns. The NAICS code for this effort is 238290. INSTRUCTIONS: NCA is looking for interested Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) for a possible set-aside. Submit a brief description, four (4) pages or less (including cover letter), that demonstrates your company s ability to provide and install a security alarm system to include the specified complementary components as described within the Scope of Work. Demonstrate your past experience in performing these services for the past two years to include your contract number and your socioeconomic status. Responses should include business size, business type, socio-economic status. All interested parties must be registered in SAM and verified in VETBIZ (VETBIZ for SDVOSB and VOSB). Please provide a copy of your FSS or GSA schedule, if applicable. Please submit your responses to the Contracting Specialist, Tallulah McDaniel at tallulah.mcdaniel@va.gov. Responses are due by 12:00PM (noon) EST September 5, 2017. The general scope of work is as follows: Furnish all labor, tools, materials, equipment, testing, permits, engineering design, and construction to install automatic door openers and remote activation devices (i.e. push plate) on three doors in the Administration Building located at Fort Jackson National Cemetery. The openers shall be installed on existing doors and shall include the operator, header, and drive arm. In addition, the openers shall be remotely activated by a wireless push switch, plate, or other remote activation device. The openers are intended to be low-energy swinging doors that provide accessibility for physically challenged people, while allowing ordinary pedestrian traffic to use the door as a normal manual swinging door. The openers shall be in accordance with the following standards/specifications: ANSI A156.10 Standard for Power Operated Pedestrian Doors encompasses automatic sliding, swinging and folding doors ANSI A156.19 Standard for Power Assist and Low Energy Power Operated Doors ANSI A117.1 or ADA compliance for accessibility Code approval is required to meet the means of egress, ADA, and fire codes. UL or ETL Listing, or equivalent, is a requirement. The operators shall be installed by qualified technicians with American Association of Automatic Door Manufacturers (AAADM) certification. After operator installation, the doors should be properly marked as automatic. To guarantee the operators are installed properly, the contractor shall have an AAADM-certified inspector inspect the door immediately following installation and provide appropriate documentation. This service request will be performed at the Administration Building, Fort Jackson National Cemetery, 4170 Percival Road, Columbia, SC 29229. DISCLAIMER: Issuance of this RFI or Sources Sought is to assist the VA in determining sources only and does not commit or bind the Government under any circumstances, nor does it constitute any obligation whatsoever on the part of the Government to procure these services or to issue a solicitation, nor to notify respondents of the results of this notice. No solicitation documents exist at this time; the Department of Veterans Affairs is neither seeking proposals nor accepting unsolicited proposals, and responses to this RFI or Sources Sought cannot be accepted as offers. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
