- NOTE: THIS SOURCES SOUGHT NOTICE IS HEREBY CANCELLED IN ITS ENTIRETY TO COMPLY WITH FAR PART 8, REQUIRED SOURCES OF SUPPLIES AND SERVICES. 1. Solicitation Number: HHS-NIH-NIDA-SSSA-SS-2017-768 2. Title: Purchase of a COPAS FP Flow Cytometer 3. NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing 4. Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The COPAS flow cytometer is a multifunctional, high-throughput piece of equipment which enables NIA laboratories to sort samples (e.g., C. elegans, Drosophila, Cell Clusters/cell colonies, small tissues; and fragile Cells), and quantify signaling intensities of these samples. One major application for this COPASTM flow cytometer is for the aging related C. elegans research. Like mice, the C. elegans is a widely used, well-accepted animal model for aging research. C. elegans has a short lifespan of around 3 weeks, and it shows similar aging features as in humans, including frailty, muscle atrophy, neurodegeneration, etc. In addition, many of the longevity genes are conserved from C. elegans to humans, such as SIR-2.1 (SIRT1 in humans) and DAF-16 (FOXO3 in humans). Compared with mice, studies on C. elegans are much more efficient and with far less cost, and this enabling C. elegans as a good model for the screening of anti-aging reagents. There are several laboratories at NIA use C. elegans as working models, including LMG, LNS, TGB, and LGG. This equipment is also useful for laboratories which use cell clusters/cell colonies, small tissues; and fragile cells. For example, this machine can sort neuron clusters and cell colonies which cannot be done with current available flow cytometers in the NIA. Purpose and Objectives: The purpose of this requirement is to acquire a COPAS flow cytometer for use in C. elegans, Drosophila, cell cluster, small tissue and fragile cell experiments. Project requirements: The contractor shall provide the NIA Laboratory of Molecular Biology with one COPAS FP-PRO system as follows: 1. One (1) Union Biometrica COPAS FP-PRO [Part No. 550-5000-011] 2. One (1) Union Biometrica 500 micron configuration [Part No. 550-5000-050] 3. One (1) Union Biometrica 488 nm solid state laser [Part No. 550-5010-001] 4. One (1) Union Biometrica 561 nm solid state laser [Part No. 550-5010-002] 5. One (1) Union Biometrica accessory pack [Part No. 550-5014-000] 6. One (1) Union Biometrica sterility filter pack [Part No. 350-5030-000] 7. One (1) Union Biometrica sample recovery module [Part No. 344-5001-300] 8. One (1) Union Biometrica Air compressor (110v) oil-free [Part No. 300-7000-004] Additionally, the contractor shall provide FOB Destination inside-delivery, installation, and level one training. Anticipated delivery schedule: Within 90 days after receipt of order (ARO). Other important considerations Level of Effort: Delivery, installation, and training on scientific equipment should not exceed twelve (12) total hours. Government Responsibilities: The Government will provide bench space for placement of the equipment and one government issued computer and monitor to run said equipment. The contractor will require access to NIH NIA Baltimore Research Center, 251 Bayview Blvd., Suite 100, Room 06B022B, Baltimore, MD 21224; specifically, the space occupied by the Laboratory of Molecular Gerontology to install and then train scientist on their equipment. Reporting Requirements: Contractor should report to the Government if there are any delays in the shipment of the equipment. Capability statement /information sought. Please provide a capability statement, this includes: • Provide evidence the respondent has performed services. • Provide evidence of similar previous contracts of research of the same magnitude. • Information regarding (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed project of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. Please provide your DUNS number, organization name, address point of contact, and size and type of business (e.g., 8(a), HubZone, etc.,) pursuant to the applicable NAICS code and any other information that may be helpful. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. The response is limited to one to two (1-2) page limit. The 1-2 page(s) do not include the cover page, executive summary, or references, if requested. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. The response must be submitted to Rosanne Ogoh, Contracting Officer, at ogohr@mail.nih.gov. The response must be received on or before Thursday, August 31, 2017 at 4:00PM, Eastern Standard Time. "Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
