- The Army Contracting Command - Aberdeen Proving Ground Belvoir Division, on behalf of Program Executive Office Soldier, Product Manager Soldier Precision Targeting Devices (PM SPTD), intends to award a Cost Plus Fixed Fee (CPFF) contract to HRL Laboratories, LLC (HRL) for a Quartz Disk Resonator Gyroscope (QDRG) with Gradient Field Control (GFC) Demonstration. The QDRG for Position, Navigation, and Timing project will provide the world's first Micro Electro-Mechanical System (MEMS) gyroscope with navigation grade performance. The QDRG consists of a quartz disc resonator mounted in a vacuum sealed Leadless Chip Carrier and mounted on a printed circuit board populated with drive, sense, and control electronics hardware and software. The period of performance will include one 36-month base period and two (2) concurrent 6-month option periods. The Government intends to solicit and negotiate on a sole source basis contract with HRL, 3011 Malibu Canyon Rd, Malibu, CA 90265, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302 -1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is published in accordance with FAR 5.201 and is NOT a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 15 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. Responses shall be submitted via email to monique.n.sanpietro.civ@mail.mil within 15 calendar days of the date of this notice.
