Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to establish a five (5) year, Basic Ordering Agreement (BOA) and orders issued thereunder to Micro Systems, Inc. (MSI), on a sole source basis in support of the System for Naval Target Control (SNTC) program for the Department of Defense. The BOA will be structured to allow for the procurement of the following services: engineering (to include, but not limited to investigations, recommendations for technological insertions, Technical Data Packages, etc.), logistics (to include, but not limited to supply support, repairs services, testing, support of technical manuals, etc.), obsolescence management, configuration management and requirements management. The solicited services are necessary to maintain and enhance the SNTC and its operational software. The SNTC system consists of a Ground Control System and RF System, which together provide remote control of air, ground and seaborne targets used for fleet training, as well as weapon systems Test and Evaluation. Both hardware and software developmental and qualification efforts are expected during the period of performance. This list is not all inclusive and other taskings related to engineering or logistics may be considered in the future. The first order against the BOA would be for engineering services to support the SNTC program for the first year with four options. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.S. 2304(C)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MSI is the original designer, developer and manufacturer of the SNTC Blocks 1, 2, and 3 systems, as well as the sole integrator of their proprietary systems into Navy Targets. MSI is the only Contractor with the requisite knowledge, proprietary rights, experience, and other technical expertise to meet the Government's requirements specified herein. Currently, the Government does not possess data rights sufficient to support competitive acquisition of the requirement. This synopsis is published for information purposes. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government is under no obligation to award a contract as a result of this announcement. Responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Companies interested in subcontracting opportunities should contact Micro Systems, Inc. directly. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
