Description
Introduction: The Product Director Light Tactical Vehicles (PD LTV) and the Army Contracting Command - Warren (ACC-WRN) are issuing this sources sought notice as a means of conducting market research for potential procurement of services for the M997A3 High Mobility Multipurpose Wheeled Vehicle (HMMWV) Ambulance Chassis. The HMMWV is a highly mobile, diesel-powered, four-wheel-drive vehicle that performs various special and multipurpose missions in combat, combat support, and combat service support for the U.S. Armed Forces and FMS customers. Requirement: Services required are to convert twenty-eight (28) M997A3 HMMWV Ambulance chassis from the legacy Heating, Ventilation, and Air Conditioning (HVAC) systems to the newly designed and updated HVAC systems. Services required include 1) Removal of the legacy HVAC system 2) Chassis modification to accept the updated HVAC system and 3) Installation of the updated HVAC system. The updated HVAC system specifics include: 28 Volt, Direct Current, diesel/JP-8 fuel fired coolant heater, 30/60k BTU/hour capacity, cooling, air handling unit, heat exchanger, coil, blower, piping, service points, leak containment, duct work, exhaust, muffler, control panel and wiring harnesses. In addition, the system meets Army Regulation 602.2, has a satisfactory Health Hazard Assessment Report and meets MIL-STD-1472G Heating & Cooling System Requirements. At this time, the Government does not have a completed competitive Technical Data Package (TDP) for the new M997A3 updated HVAC System. Nor does the Government have set of retrofit kit instructions to perform the services. Intention: ACC-WRN intends to solicit a sole source, firm-fixed price, contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation is intended to be with the Original Equipment Manufacturer of the HMMWV and the developer of the retrofit kit instructions, AM General, LLC (Cage Code 0H3G6). The NAICS code for this acquisition is 541330 - Engineering Services. Although the Government intends to solicit and negotiate with only one source, all responsible sources may submit a capability statement in accordance with the below requirements which will be considered by the agency. The capability statement shall be emailed to james.r.jones3.civ@mail.mil. Responses to this notice must be received no later than 3:00 p.m., local time, Warren, MI, 13 September 2017. Respondent instructions for Capability Statements: 1) General information: a) Name of Company b) Business CAGE code c) Point of contact and phone number d) Size of Business according to North American Industry Classification System (NAICS) Code 541330- Engineering Services. e) Other suggested NAICS codes for this program and your size classification based on these codes. 2) Companies that desire to participate in this sources sought are encouraged to submit a capability statement that illustrates and supports the company's claim that it presently has the following to perform the above requirement: a) Qualifications b) Experience c) Capabilities 3) The capability statement should be: a) A brief summary (no more than two pages) b) Include your company's recent past performance (within the past 5 years) as it relates to the removal of a legacy HVAC system, as well as, perform chassis modification to accept an updated HVAC system, and the installation of an updated HVAC system c) Each company experience (Government or commercial) should include: i) Name of the project ii) A brief description of the project iii) The relevance of the contract/project to the requirements in this notice This is a Sources Sought Notice only and there currently is no solicitation relating to this effort.
