- INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA), at the National Institutes of Health (NIH) under the Department of Health & Human Services (DHHS), on behalf of the National Institute on Mental Health (NIMH) intends to negotiate and award a contract for services to obtain de-identified data in the form of Magnetic Resonance Imaging (MRI) scans for individuals with demonstrated cognitive impairments to the University College London Research Services located at Gower Street London WC1E 7HB United Kingdom. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically through Sources Sought type notice HHS-NIH-NIDA-SSSA-SBSS-2017-746, was released on FedBizOpps from August 21, 2017 through August 26, 2017 indicated the subject contractor is the only source of supply or service capable of achieving this Government requirement. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541990- All Other Professional, Scientific and Technical Services with associated small business size standard of $15 million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-2005-94,2005-95 / dated 01-19-2017. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT The National Institute of Mental Health (NIMH) Laboratory of Neuropsychology (LN), works to understand normal cognitive development in people. MRI scans are reviewed by NIMH researchers using morphometric analyses in an effort to understand the brain areas responsible for the underlying memory or language impairments. In order to carry out these brain morphometric analyses, NIMH requires collection of high quality brain MRIs which use the latest scanning equipment and techniques available. NIMH LN has a potential requirement to procure Magnetic Resonance Imaging (MRI) scanning support services for individuals with demonstrated cognitive impairments. MRI scanning support services are required for collection of high quality magnetic resonance images for two groups of individuals, one group with memory impairment and one group with language impairment. Project Description Title: MRI Scan Data from individuals with demonstrated cognitive impairments. Statement of Work: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the following tasks. The contractor shall: 1. Provide MRI scan data from 25 patients with developmental amnesia and their 25 controls; 2. Provide MRI scan data from 11 members of the KE family that have a language defect as a result of lack of the FoxP2 gene and their 11 controls; 3. Provide MRI scan data from a Siemens Prisma MRI machine, 3T with class leading magnet homogeneity, with a 64 channel head receive coil and fully dynamic parallel transmit RF, 80mT/m, 200T/m/s gradients; 4. Provide T1 and T2 series MRI scan data. In addition the contractor shall provide images from an MPrage sequence with a 20 x 64 coil. The contractor shall also provide FLAIR /TR images, used for multi parameter mapping and multi band fMRI; 5. Provide imaging quality data sufficient to assess the volume of different brain structures (e.g. thalamus, mammillary bodies, white matter, auditory cortex, frontal cortex, and language areas such as Wernicke's and Broca's areas) measured in patients with developmental amnesia (DA) and/or language deficits related to a defect in the FoxP2 gene (KE family). Purpose and Objectives The goal of this procurement is to obtain access to MRI Scan Data from individuals with demonstrated cognitive impairments at the Institute of Child Health (ICH), University College London (UCL), Great Ormond Street Hospital for Children (GOSH), where access to appropriate patient populations is the only source available. The purpose is to obtain contractor support to provide services related the the objectives achieved in prior purchase order number HHSN271201600729P with the University College of London's Institute of Child Health. Contractor support shall allow for NIMH research continuity of MRI data among the previous scanned set of individuals with access to the same research population as the previous work to ensure continuity with this protocol. Period of Performance/Contract Type The Period of Performance shall be effective on or around September 30, 2017 through June 29, 2018 for nine (9) months of service. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) at www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 13, 2017 at 12:00 PM Eastern and must reference number HHS-NIH-NIDA-SSSA-PSOL-2017-762 on all correspondences.
