- VA250-17-Q-1128 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Cepheid Reagents Dayton The Department of Veterans Affairs, Dayton Veterans Affairs Medical Center, 4100 West 3rd Street, Dayton, OH 45428, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(i), Soliciting Competition. The VA intends to solicit and negotiate with Cepheid, 904 Caribbean Drive, Sunnydale CA 94089. Reagents are needed for various molecular tests on VA Patients including MRSA, CDIFF, STD Screen and Flu testing. Cepheid is the only source that can provide the specific reagents and supplies for the Cepheid Infinity analyzer currently in use by the Pathology & Laboratory Medicine Service at the Dayton VA Medical Center to perform C. difficile, N. gonorrhoeae, C. trachomatis, MRSA, Factor II/Factor V and Flu testing. The reagents are specific to the equipment used and alternate vendors cannot provide acceptable reagent systems. The reagents are only available through Cepheid. The vendor was selected based on the availability of the reagents that meet the specific parameters of the equipment (chemical & antibody make-up, configuration, size, shape, etc.). This ensures that the highest standard of accuracy and validation is maintained, as required by the Collage of American Pathologists (CAP) and The Joint Commission (TJC). This presents a compelling need to continue this procurement with the current vendor. The Government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 13.106-1(b)(i), Soliciting Competition. Other persons may identify their interest and capability by responding to this by Friday, September 1, 2017 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
