Description
NASA Ames Research Center (ARC) is hereby soliciting information about potential sources for future contract services for Machine Tool Maintenance, Optimization, and Repair. This procurement is a follow-on requirement for Machine Tool Maintenance, Optimization, and Repair. The work will be performed primarily at Ames Research Center (ARC), Moffett Field, California. CURRENT CONTRACT FEATURES: The current NASA Ames Machine Tool Maintenance, Optimization, and Repair Contract NNA12AA95Z with Innovative Machine Solutions. 1) Period of Performance: August 1, 2012 to January 31, 2018. 2) Contract Type: Firm Fixed Price. 3) The contract was awarded under Full and Open Competition. 4) The current value of the contract is approximately $840,000.00. This Sources Sought/ Request for Information notice requests information on capabilities of potential offerors to provide the services described in the attached Draft Statement of Work (SOW), including to determine if this will be a small business set-aside. The Draft SOW establishes the requirements for providing required maintenance, repair and an optimization program, including emergency and unscheduled repair, for NASA ARC codes A, R, S, T & Y machines. Information received as a result of this notice will be considered by the Government and used for acquisition planning purposes only. As part of the capabilities information submitted in response to this announcement, potential offerors must demonstrate an understanding of the requirements of the Statement of Work, including expertise and experience in the following technical performance areas: 1. The ability to service machines that use Heidenhain controller and measuring devices in their operation 2. Perform maintenance and Linear Error Evaluation and Calibration (LEE&C) on machine systems that include but are not limited to Coolant System, Hydraulic System, Pneumatic System, Lubrication System, Chiller System, Chip Removal System, Machine Enclosure, Axes, Spindle Heads, Automatic Tool Changer (ATC) and/or Turret, Electrical Enclosure, Operator Station and Safety Interlocks 3. The ability to cover machine moves from facility to facility and to install and calibrate new/used equipment. 4. The ability to perform a repair diagnostic test on machines no later than 24 hours after notification on normal business days. Responses to this notice must include the following information: 1) Company name, address, DUNS number, CAGE code, point of contact, phone, e-mail, and website (if applicable). 2) State your company's business size. NASA ARC seeks capability statements from all entities including large and small businesses, colleges and universities, Small Disadvantaged Business (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Vertical Lift Technology Development effort. The Government reserves the right to consider a Small, 8(a), WOSB, SD-VOSB, or HUBZone business set-aside based on responses hereto. Business size should be in accordance with NAICS code 811310 (small business size standard of $7,500,000.00), (or suggest other NAICS codes you consider more appropriate for this requirement). 3) Your company's capability in each of the technical performance areas. For each technical area, indicate what percentage of the technical area your company would perform, and what areas would be appropriate for subcontracting or partnering arrangements, especially with small business concerns. 4) For small businesses that cannot perform the entire scope of effort, indicate what portion(s) and area of this scope your company could perform. 5) A list of relevant work performed in the past three (3) years, including contract type, contract number, technical description, dollar amount, period of performance, and a customer reference name and telephone number. 6) Contracting Approach: The Government is soliciting any and all comments and suggestions on contracting approaches to the Machine Tool Maintenance, Optimization, and Repair procurement that will enhance competition and provide business opportunities, including suggested contract type, socioeconomic set asides, performance incentives, solicitation sample tasks, etc. Interested offerors having the required specialized capabilities/qualifications to support some or all of the work described in the Draft SOW are asked to submit a Capability/Qualification Statement of five (5) pages or less (no less than 12 point font except in figure captions). Due to mailbox limitations, email attachments should not exceed 10 MB file size. Proprietary information should be clearly marked as such. As applicable, NASA may provide proprietary information to its support service contractors who are under an obligation to keep third-party proprietary information in confidence. By submitting a response to this notice, the responder is deemed to have consented to release of proprietary information to such NASA support service contractors. Pursuant to FAR 52.215-3, entitled "Request for Information or Solicitation for Planning Purposes," (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation, (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal and (c) This solicitation is issued for the purpose of market research, information, and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. This notice is subject to review or cancellation at any time and is not to be construed as a commitment by the Government to enter into a contract. All responses to this notice shall be submitted via email to Gary Shelley at gary.a.shelley@nasa.gov no later than the response date specified in this announcement. Please reference NNA17MTMOR-L in any response. Verbal questions or phone inquiries will not be accepted. Respondents will not receive feedback on their responses or be notified of the results. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on the Federal Business Opportunities website (www.FedBizOpps.gov).
