Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Bureau of Reclamation (Reclamation) intends to award on a sole source basis a contract to Teledyne Instruments, Inc., Doing Business As: Teledyne Seabotix, 9970 Carroll Canyon Rd Ste B, San Diego, CA, 92131-1106. The Government intends to negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Bureau of Reclamation intends to negotiate a sole source contract with Teledyne Instruments, Inc., dba Teledyne Seabotix., to purchase a new remote operated vehicle. Reclamation has a need for a Remote Operated Vehicle (ROV), the vLBV 300 by Seabotix will allow Reclamation to complete underwater inspections at facilities, water delivery structures (i.e., canals and siphons), etc., where it is deemed unsafe to use divers (i.e. high flows, deeper than 100 feet, limited access to water). The Seabotix vLBV 300 will allow Reclamation to complete inspections in high flow environments where reducing the flows is not an option due to water and power demand. The vLBV 300 has the capability to locate structures underwater that are not marked topside. The vLBV 300 is equipped with sonar that can identify submerged intake structures and also navigate the ROV to the structure, greatly reducing the inspection time and limiting the time the intake has to be off; the sonar will allow for completing inspections in limited to zero visibility. The Seabotix vLBV 300 is a larger vehicle which allows for large motors and more sensor capability, i.e., sonar, grabber arm and additional camera. The larger vehicle does limit the deployment and retrieval options due the increase weight. However, Seabotix vLBV 300 has a motorized system to deploy and retrieve the vehicle without topside support physically lowering and raising the unit by hand. This feature greatly improves topside support personnel safety which Reclamation requires. Market research was conducted and there were no sources or manufacturers which offered a product to meet the Reclamation's technical requirement listed herein; particularly, a motorized retrieval and deployment system. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES, BIDS or PROPOSALS, and a solicitation will not be issued. Responsible sources may identify their interests and or provide a capability statement as a response to this notice. All respondents shall be registered in the System for Award Management (SAM), have a valid DUNS number, Cage Code, and Tax Identification Number. Interested persons may identify their interest and capability to respond to the requirement by no later than September 5, 2017, 12Noon, PST; responses received after the aforementioned date and time will not be considered.
