- Draft Performance Work Statement Solicitation Number: W81XWH-16-C-0048-RFI Sources Sought Notice/Request for Information: Research & Development (R&D) and Related R&D Support Services The U.S. Army Medical Research Acquisition Activity (USMRAA) on behalf of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), is conducting market research to identify any sources with the capability of providing the required printing and publication identified herein. This is a Source Sought notice. The U.S. Army Medical Research Acquisition Activity (USAMRAA) is seeking potential sources capable of providing firm-fixed-priced services Research & Development (R&D) and Related R&D Support Services for USAMRIID located in Ft. Detrick, Maryland. The USAMRIID located at Fort Detrick, MD, conducts basic and applied research to develop products, information, procedures, strategies, and training programs, and provides for medical defense against biological threats and naturally occurring infectious diseases of military significance that require containment. Specifically, USAMRIID scientists, research, and support staffs are responsible for the basic and applied research for special vaccine, drug development and diagnostic programs required to support the DoD and other organizations on a worldwide basis. USAMRIID's staff supports patients on investigational new drug protocols and other entitled military and civilian personnel within the professional capabilities of the Institute; assists in terrorist biological threat assessments for DoD and other Government agencies; and serves as a consultative reference laboratory for the Centers for Disease Control and Prevention, the World Health Organization, as well as other designated national and international agencies. Further information regarding specific objectives, tasks and deliverables are discussed in the attached draft Performance Work Statement (PWS). Interested firms should submit a Capability Statement that demonstrates the Offeror's ability to perform the scope of work in the Draft PWS. The Capability Statement shall not exceed ten (10) typed pages and all electronic submission may not exceed 10 MB. Additional sheets for cover page, table of contents, tables and charts will not be counted toward page limitation. The Capability Statement specifications are described in the attached Request for Information (RFI) document. This RFI does not constitute an Invitation for Bid or a Request for Proposals, nor should it be considered as a commitment on the part of the Government. The information received WILL NOT obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this RFI. By submitting information in response to this RFI, respondents consent to the release and dissemination of submitted information to any Government or non-Government entity for information review. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. The North American Industries Classification System (NAICS) code for this acquisition is 541712. Qualified business firms should submit the Capability Statement in response to this RFI electronically by 3:00 PM Eastern Standard Time (EST) on Wednesday 30 August 2017. Company Brochures may be provided but are not desired. Marketing material may be provided but is not a sufficient response to the RFI.
