Description
Amendment 0001: The purpose of this amendment is to 1) add a requirement to section C.3.2.4 (in bold below) to section (vi) Description of requirements of this Combination Synopsis Solicitation; and 2) Amend the response date and time to 06 September 2017 at 11:59AM Eastern. As a result of Amendment 0001, no other changes have been made to thie Combo Synopsis Solicitation. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of, FAR 13.106-1(b)(1)(i), Only one responsible source and no other supplies or services will satisfy agency requirements. The name of the company the Government intends to award a contract to Intel Federal LLC, 4100 Monument Corner Drive, Suite 540, Fairfax, VA 22030 Cage Code: 6SSB2. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-17-T-0244. This acquisition is issued as an Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 Jan 2017. (iv) The associated NAICS code is 541511. The small business size standard is $27.5M. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Code Modernization/Parallel Programming Training Services; QTY 1; UNIT JOB The Contractor shall prepare and deliver on-site Intel Code Modernization/Parallel Programming training services in accordance with the Performance Work Statement (PWS). CLIN 0002: Contractor Manpower Reporting (CMR); QTY 1; Not Separately Priced (NSP) ACCOUNTING FOR CONTRACT SERVICES REQUIREMENT - ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (CMRA) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the US ARMY via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on "Department of the Army CMRA" or the icon of the DoD organization that is receiving or benefitting from the contracted services. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. (vi) Description of requirements: Performance Work Statement (PWS) C.1 BACKGROUND The Survivability/Lethality Analysis Directorate (SLAD) of the U.S. Army Research Laboratory (ARL) is the Army's focal point for survivability, lethality, and vulnerability (SLV) analysis and expertise. SLAD helps Program Managers enhance system and soldier survivability/lethality in the systems they are developing. SLAD conducts the necessary investigations, simulations, laboratory/field experiments, and analyses to quantify the SLV of Army and select foreign combat, combat support, and combat service support systems when faced with electronic warfare, information warfare, ballistic, directed energy, nuclear/biological/chemical contamination effects, and environmental threats. SLAD is developing high performance versions of its tools such as MUVES and requires both generic and Intel specific code modernization and parallel processing methods such as vectorization, threading, scalability, and code performance analysis tools. C.2 OBJECTIVE The objective of this effort is to provide on-site training to SLAD software developers on both generic and Intel specific code modernization and parallel processing methods such as vectorization, threading, scalability, and code performance analysis tools that will benefit software developers in developing higher performance modeling and simulation codes. C.3 REQUIREMENT C.3.1 The Contractor shall prepare a three (3) day training class on Intel code modernization/parallel programming training and shall conduct the three (3) day training class at the Aberdeen Area of Aberdeen Proving Ground (APG-AA), Maryland. C.3.2 The training shall include preparation of the training and delivery of the training on-site at APG-AA by three (3) software application engineers. The training shall include both generic and Intel specific code modernization and parallel programming methods such as vectorization, threading, scalability, and code performance analysis tools, all focused on C/C++ programming language and variants. C.3.2.1 The Contractor shall provide training on code modernization targeting Intel Xeon and Xeon Phi parallelism methods. C.3.2.2. The Contractor shall include training on Intel Thread Building Blocks (TBB) and the OpenMP API (application programming interface). C.3.2.3 The Contractor shall include training on scalability, using Open MPI (Message Passing Interface) and Intel Omni-Path. C.3.2.4 The Contractor shall provide in the training, analysis tools, to include Intel VTune, and the open source Intel SPMD (single program, multiple data) program compiler (ISPC), to include application to Embree and Open Source Scalable and Portable RAY (OSPRay) tracing engine. C.4 SECURITY REQUIREMENTS C.4.1 No foreign national employees of the Contractor shall be permitted to work on this contract or otherwise given access to government furnished information. C.4.2 The Contractor shall certify an employee's U.S. citizenship to the ARL Security Office at APG-AA prior to the performance of services at ARL's facilities. Certification shall be written using company letterhead and include the following information: C.4.2.1 Contract number and its period of performance. C.4.2.2 Name of individual, social security number, date of birth, place of birth, and citizenship. C.4.2.3 ARL point of contact and phone number. C.4.3 Contractor employees shall be required to show current state or federally issued picture identification to gain access to APG-AA facilities. Contractor employees granted access to restricted APG-AA facilities shall be issued restricted temporary area badges and are advised of the following procedures: C.4.3.1 Badges shall not be passed from one individual to another for entry into restricted areas. C.4.3.2 Badges shall be worn only in the restricted area and removed from sight upon exiting the area. C.4.3.3 Badges shall not be used as a means of identification outside of the restricted area. C.4.3.4 Badges shall be protected in such a manner as to preclude unauthorized access by another individual. C.4.3.5 Cameras are strictly prohibited in the restricted area, unless approved by the Contracting Officer's Representative (COR) and ARL APG Site Security Office Team Leader or other appropriate APG-AA official. AR 25-2 "Information Assurance (IA)", 14 Nov 03 C.4.3.6 Upon completion of the training, the Contractor shall return the security badge(s) to the APG ARL Security Office. C.4.4 Access and general protection/security policy and procedures This standard language is for Contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. C.4.5 The Contractor and all associated sub-contractors shall ensure that all local clearance procedures (i.e. return of ID badges etc. provided by the COR as Government Furnished Information {GFI} at contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable) are followed for departing Contractor employees and sub-contractor employees. C.5 VEHICLES C.5.1 If required by installation procedures, Contractor personnel operating private vehicles on the Government installation shall register their vehicle with the installation security office. They shall present a valid operator's license and proof of insurance. Personnel shall follow all highway safety rules, such as obeying the speed limit, etc. All vehicles and personnel are subject to search and seizure of contraband or unauthorized Government property according to AR 190-13. C.6 TRAVEL, TRAINING, AND SUPPLIES C.6.1. Travel shall only be necessary during the course of the contract to conduct the work to be accomplished at APG-AA facilities. C.6.2 The Contractor shall not acquire training during the course of the contract work. C.6.3 The Contractor shall not have access to Government-controlled information systems. C.7 DISTRIBUTION STATEMENTS C.7.1 Determination of Contract Submission Documents: DISTRIBUTION A. Approved for public release; distribution is unlimited.
