Description
Firm Fixed Price United States Department of Agriculture Farm Service Agency Consulting Skills for Contracting Professionals Introduction: The Farm Service Agency (FSA) administers and manages farm commodity, credit, conservation, disaster and loan programs. These programs are designed to improve the economic stability of the agricultural industry and to help farmers adjust production to meet demand. Economically, the desired result of these programs is a steady price range for agricultural commodities for both farmers and consumers. The USDA Farm Service Agency needs to improve the consulting skills for their contract specialists. Recent initiatives have worked to improve the partnerships between the contract professionals and the business owners/program managers within the Agency. Developing the consulting skills of the contracting staff will improve the knowledge and skills of the business owners resulting in better acquisition requirements, improved market research and better technical evaluation criteria. Training is needed to improve the consulting skills of the contract specialist community to better serve the mission of the agency. Scope: The services required by this statement of work include: - Collaborative development effort between the contractor and the Agency in customizing the class for the Farm Service Agency Contract Specialists. - Twenty-four hours (3 days) of instruction to be taught in ½ day sessions to start by September 5, 2017 and conclude by November 17, 2017. - Training will be held at the USDA Facility located in Washington, DC but will be transmitted by video teleconference to the Kansas City office for four remote personnel. Services: The contractor will provide a training class to meet the following requirements: - The class should train up to 25 participants. - Location of Training: USDA - Patriot's Plaza III, 355 E Street SW, Washington, DC. Training will be transmitted by USDA to remote participants located at the USDA Beacon Building in Kansas City. - Training will need to be provided in six 4 hour sessions starting by September 5, 2017 and concluding by November 17, 2017. - All course material should be provided by the contractor at least 10 days prior to the start of the first class. - Training certificates listing hours of instruction should be provided to all participants at the conclusion of class. - Course objectives should focus on: o Defining the role of the Contract Specialist in serving as an internal consultant to the business owner and program manager o How to facilitate a feedback meeting with program managers to including the planning, conducting and evaluation of the event. o How to obtain information effectively for the requisition. o How to consult with a program manager to assist in the development of complete, concise and clear need requirements o Reviewing the causes of business owner and program manager resistance o Providing strategies to deal with resistance from program managers and business owners. o Skills to help the contract specialist work with the program manager to improve their ability to administer and evaluate the acquisition. - All assignments must be completed by the participants within the five dates allotted for training. All preparation requirements needed prior to the start of training must be provided to the Human Resources Specialist for Training at least 7 days prior to the start of class. Presentation type and learning methods will include, but are not limited to the following: - Demonstrations and Lectures by the contractor. - Small group practical hands-on exercises. The instruction will provide a logical progression of materials that builds upon the knowledge gained from one topic to the next. The contractor will provide all course books and handouts. If a media assisted presentation is used, the contractor will provide their own Power Point presentation, video or DVD. Experience The contractor shall have past experience in the following: - The instructor shall have specific job related experience and educational background in adult learning methods. - Instructor's qualifications must include knowledge of federal contracting regulations as well as consulting skills with business owners.
