Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912L1-17-T-0236 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 541890 with a small business size standard of $15.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-09-05 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Austin, TX 78703 The National Guard - Texas requires the following items, Meet or Exceed, to the following: LI 001: Stainless Steel Tumbler, Specifications: 20 oz. double wall stainless steel tumbler with vacuum insulation, lid with locking mechanism, dishwasher-safe body and lid, BPA-free. The tumbler body shall be laser etched with two logo designs. One logo shall be the Texas National Guard logo, and the 2nd logo shall be from the list below, unless otherwise stated. The size of the logo etchings shall be either 2 inches long or 2 inches wide, depending on the logo design, with the corresponding respective dimension being proportional as per the logo designs provided in the attachments of this announcement. The Texas National Guard logo shall be centered on the curved edge of the body. The second logo shall be centered on the curved edge of the body opposite to the first logo and be in the quantities, per logo, listed below. The borders of the stickers shall be a minimum of 3 millimeters wide, white, and be contoured to the borders of the respective logo design. The following text shall appear in the border in black lettering: NATIONALGUARD.COM. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Texas intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Texas is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Offerors shall submit digital proofs of the designs of its proposed products to include the logos as they would appear on the respective products no later than the date and time for the submission of quotations. (a) Offerors are invited to state an opinion on whether the quantity(ies) of supplies on which bids, proposals, or quotes are requested in this solicitation is (are) economically advantageous to the Government. (b) Each offeror who believes that acquisitions in different quantities would be more advantageous is invited to recommend an economic purchase quantity. If different quantities are recommended, a total and a unit price must be quoted for applicable items. An economic purchase quantity is that quantity at which a significant price break occurs. If there are significant price breaks at different quantity points, this information is desired as well. (c) The information requested in this provision is being solicited to avoid acquisitions in disadvantageous quantities and to assist the Government in developing a data base for future acquisitions of these items. However, the Government reserves the right to amend or cancel the solicitation and resolicit with respect to any individual item in the event quotations received and the Government's requirements indicate that different quantities should be acquired. (End of provision) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor no later than 15 September 2017. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (End of clause) Offerors shall propose a delivery schedule for the items listed in this announcement, which will be considered as a technical evaluation factor for award. The proposed products shall comply with the Buy American Act as applicable.
