- This is not a request for proposal or an announcement of a forthcoming solicitation, but merely notification of the National Institute of Standards and Technology (NIST) intent to issue, a sole-source, a firm-fixed price contract to Delta for post construction award services(PCAS) for Bldg. 245, Modernization Design Building. The Government intends to negotiate solely with Delta per FAR 6.302-1, as no other source will satisfy the agency requirement. Delta is a unique source capable of fulfilling the Government's need for the following reasons; 1). Delta performed the detailed planning studies for Bldg. 245 Radiation Physics Modernization and several additional preparatory actions for the government including an Environmental Analysis study and preparation of detailed performance requirements documents for a Design- Build SATOC. 2) OKKS Studios and their sub-consultants have been intimately involved in the unique and highly specialized nature of the Bldg. 245 Radiological Research Labs culminating in the aforementioned performance documents. 3.) The professional services that the Government requires is solely associated with the RFP documents that Delta has prepared and will require technical interpretation with detailed compliance validation of the SATOC contract awardees performance on Task Order #2; D Wing Surf Addition, and each successive task order for the entire SATOC contract performance period. 4). No other A&E firm could reasonably be expected to perform these services at the level of quality demanded in the governments Statement of Work. Under the authority of 41 USC 253©(1), the Contracting Officer has determined that the circumstance of the contract action deem only one responsible source and no other suppliers or services will satisfy agency requirements. The period of performance is 60 months from date of award. A determination by NIST not to compete this proposed requirement based upon responses to the notice is solely within the discretion of NIST. The Government does not intend to pay for information provided in response to this notice. The NAICA code 541310, Size Standard $15 Million, Architectural Service is the applicable for this requirement. No solicitation package will be issued. Written response to this shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Response shall be submitted by 12:00 ET on Aug 18, 2017 to gary.kaufman@nist.gov
