- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. This Sources Sought Notice/ RFI is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst P-8A Poseidon Program, intends to award a contract to Pole/Zero Acquisition, Inc., West Chester, Ohio, for the procurement of the Antenna Interface Unit (AIU) and COMM-Tray, required technical data, spares, and repair of repairables, in support of the P-8A Poseidon. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to Pole/Zero Acquisition, Inc. as this company is considered the only responsible source capable of providing the AIU and COMM-Tray units that are required by the P-8A to provide the radio and data link for the aircraft. Pole/Zero Acquisition, Inc. is the sole designer, developer, and manufacturer of the AIU and COMM-Tray for use in the P-8A, and therefore is the only vendor capable of providing a radio and data link of the same form, fit, and function that is compatible with the existing antenna, airframe infrastructure and interface control document, and interface design document associated with P-8A requirements. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. THIS IS A RFI ONLY. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Respondents are notified that a formal solicitation may not necessarily result from this RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any requests for copies of solicitations will not be addressed since this is an RFI, not an RFP. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. All interested parties should send company and descriptive literature on currently available products that meet the Navy's requirements, described above. With the response, include a point of contact, phone number, e-mail address, website information, DUNS Number, CAGE Code, and Business Size Status for the North American Industry Classification System code of this RFI. Any responses in reference to this RFI shall be submitted electronically to Contract Specialist, Danielle DiLorenzo, at Danielle.dilorenzo@navy.mil with the subject line "Antenna Interface Unit". All responses should be received no later than 4:00 PM Eastern, 13 September 2017.
