Description
Naval Sea Systems Command Headquarters (NAVSEA HQ) intends to issue a Firm-Fixed-Priced (FFP) contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 30 March 2018 to Rolls Royce Marine North America (RRMNA). This synopsis of N00024-17-NR-4136 with RRMNA serves a dual purpose as the pre-solicitation synopsis required by FAR 5.2 and an intent to sole source notice. This synopsis is for a contract that the Navy intends to award to RRMNA for the casting, manufacture and assembly of a Virginia Class Submarine Rotor Assembly and associated Long Lead Time Material in support of the VIRGINIA Class Submarine program. The duration of this contract will run from FY18 to FY21. RRNMA is the only known commercial source that possesses the requisite tooling, methodologies, experience, and expertise to meet the Government's military quality requirements for the manufacture of Nickel-Aluminum-Bronze (NAB) VIRGINIA Class Propulsor rotors. RRMNA currently operates the facilities and specialized equipment necessary to manufacture the required rotors, including, but not limited to, a furnace with melting capability of 150,000 lbs of NAB at one time, 100 ton capacity cranes, and a high speed 5-axis milling machine capable of milling material to exact contours and profiles. RRNMA is the only known privately held company capable of meeting the Navy's needs without considerable duplication of costs and unacceptable delays in schedule to develop another source. Companies interested in subcontracting opportunities should contact RRNMA directly. This synopsis is not a request for proposals or quotes; it is a notice that outlines the Government's intent to contract on a sole source basis with RRMNA. However, sources may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that the responder is capable of meeting the requirements for casting and manufacturing of a Virginia Class Rotor assembly. All responses must be submitted to the Government point of contact at the email address claire.morton@navy.mil. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than two (2) pages. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
