- Statement of Work-Softbank Validation Services Invoice and Payment Provisions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items", as supplemented with additional information included on this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation document will not be issued. The solicitation number is 17-014404 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. This acquisition will be made pursuant to the authority of FAR 13 to use simplified acquisition procedures. This procurement is a total small business set aside. The Government intends to issue a Firm Fixed Priced Purchase Order. The associated North American Industry Classification System (NAICS) Code is 541512 with a business standard size of $27.5 million. DESCRIPTION OF REQUIREMENT: The Clinical Center has a requirement for a vendor to provide the Transfusion Services Lab with validation services for patch installments to the currently validated Laboratory Information System, Soft Computer Consultants (SCC) SoftBank v25.5.3.2.9. The validation services are necessary to ensure that patient safety and system functionality are not impacted negatively by the software changes. The vendor shall supply the necessary validation scripts and perform system function testing to include instrument interfaces and the Soft ID.TX blood administration module. DELIVERY ADDRESS: The National Institutes of Health, Building 10, 9000 Rockville Pike, Bethesda, MD 20892. PERIOD OF PERFORMANCE The award is expected to be issued on or around September 1, 2017. PROVISIONS Provisions/clauses may be obtained via www.arnet.gov. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition with the following ADDENDUM: OFFER PREPARATION INSTRUCTIONS: ADDENDUM 1). The offeror shall submit a proposal on letterhead stationary providing the following: a. Evidence to meet the required statement of work, and demonstrate capability as outlined in the evaluation criteria (12) pages maximum. Interested parties who meet the requirements as outlined in the SOW are invited to submit a proposal. All information furnished shall be legible, typed and must contain sufficient detail to allow the government to evaluate and determine best value. b. Pricing does not need to be submitted separately from technical responses. Offerors are encouraged to submit their most advantageous pricing arrangements addressing the following two points, vendors may breakdown work requirements under the following criteria at their discretion: 1. Function testing mimic workflow in Softbank and Soft ID TX (transfusion verification system) 2. Instrument interface testing (Ortho Vision) The solicitation does not commit the Government to pay any cost for the preparation and submission of a quote or proposal. It is also advised that the Contracting Officer (CO) is the only individual who can legally commit and obligate the Government to the expenditure of public funds in connection with the proposed acquisition. SAM: Vendors must be registered in the System for Award Management (SAM) prior to the award of a contract. You may register by going to www.sam.gov. You will need the company Dun & Bradstreet number and banking information. The provision at 52.212-2 EVALUATION-COMMERCIAL ITEMS (OCT 2014) is not applicable. Applicable evaluation procedures is as follows: The Trade-Off selection procedures will be used to make a best value award decision. The Government intends to award a fixed priced purchase order to the offeror deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the RFP requirements and judged to represent the Best Value to the Government. Best Value is defined as the most advantageous offer, price and non-price factors considered. Appropriate consideration will be given to three evaluation factors: Technical Capability, Past Performance, and Price. Technical Capability, Past Performance, and price are listed in descending order of importance. To receive consideration for award, Offerors must first meet all of the criteria under the Mandatory Criteria Section and if accepatable will then be rated against the remaining criteria. MANDATORY CRITERIA The offeror must be able to demonstrate the following: • Experience with the Soft Computer Consultants SoftBank and Soft ID.TX applications • Registered with FDA and experience with validating FDA 510K cleared devices • Quality plan in place and in writing • Management review of validation documentation to ensure quality of product and services • Change control procedure that describes how to document, track, control changes to a process, procedure or form • Perform internal audits to assess level of process control and regulatory compliance • Procedure/system(s) in place to investigate and follow-up with a corrective and preventive action plan to resolve incidents and customer complaints • Delivery options (i.e. scheduling flexibility documentation) to meet customer needs and requirements -Acceptable Proposal clearly meets the mandatory requirements of the solicitation. -Unacceptable Proposal does not meet the minimum requirements of the solicitation Evaluation Criteria: Technical Capability - Factor 1. The Government will evaluate the offeror's technical approach based on the information contained in the technical proposal to determine the extent of its understanding of the requirements, including the soundness of the offeror's proposed technical approach/methodology to effectively meet and comply with the requirements outlined in the Statement of Work to ensure successful performance of this procurement and any risks associated with the offeror's technical capability. Past Performance-Factor 2. The Government will evaluate the offeror's capability to demonstrate its related past performance and experience and to meet the requirements listed in the solicitation. Price- Factor 3 The proposed price will be evaluated but not scored. The price evaluation will determine whether the proposed price is fair and reasonable in relation to the solicitation requirements. The proposed price shall be entirely compatible with the technical proposal. The Government intends to award without discussions. Therefore, the Offeror's initial proposal should contain the Offeror's best terms in accordance with the solicitation requirements. The Government reserves the right to reject an offer if one of the following conditions exists: Offeror fails to submit any of the required proposal documents or fails to comply with all proposal submission instructions; Offeror submits an incomplete pricing proposal; Offeror fails to submit any required certifications, certificates. THE OFFEROR SHALL INCLUDE ALL INFORMATION WHICH DOCUMENTS AND/OR SUPPORTS THE MANDATORY CRITERIA. The mandatory criteria establishes conditions that must be met at the time of receipt of Technical Proposals by the Contracting Officer in order for your proposal to be considered any further for award. (d) Comptroller General Examination of Record.
