Description
The proposed acquisition covers a requirement for Heavy Duty Leather Gloves; PGC 00540. The gloves are to be made in accordance with specification A-A-55060. The requirement will be issued as a Total Small Business Set-Aside. The resulting award will be a firm fixed price, Indefinite Delivery/Indefinite Quantity type contract with a base and three option terms. The duration of each term will be one year. Total order quantities for each term (base and options) will be a minimum of 11,172 pairs/term, an annual estimated quantity of 44,688 pairs/term, and annual order limitation quantity of 55,860 pairs/term. Tradeoff Source Selection procedures will be utilized. The evaluation Factors, Aspects, and Elements will be as follows: Factor 1. Product Demonstration Model(s) and Technical Risk Aspect 1. Manufacturing Operations Aspect 2. Visual Requirements Aspect 3. Dimensional Requirements Factor 2. Past Performance Confidence Assessment Aspect 1. Recency Aspect 2. Relevancy of Prior Contracts Aspect 3. Quality of Past Performance Element 1. Past Quality of Items Element 2. Past Delivery Performance Delivery terms will be FOB destination, inspection and acceptance at origin. Destinations will include: 1) Travis Association for the Blind, Austin, TX; 2) Peckham Inc., Lansing, MI; and 3) Pendergrass Distribution Center, Pendergrass, GA. The production lead-time for orders will be 120 days after the date of the order. Therefore, shipments will be scheduled to begin no earlier than 120 days after the date of the order. An additional 30 days will be added to the production lead-time of the first order if the first-article testing requirement is not waived. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) home page at https://www.dibbs.bsm.dla.mil/. Detailed system requirements and instructions for registration can be also be found on the DIBBS home page. All contractors MUST be registered in the System for Award Management (SAM) in order to be eligible for award. All responsible sources may submit offers, which DLA Troop Support shall consider. It is anticipated that the solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after August 9, 2017. Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror. This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
