- Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-95 dated 1-13-2017. The solicitation number for this requirement is W91ZLK-17-T-0193. This requirement has been deemed a 100% small business set aside under the associated North American Industry Classification System (NAICS) Code 511210 which has a business size standard of $38.5M. The Government contemplates the award of a Firm-Fixed-Price (FFP) purchase order. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13. Contractor shall provide a unit price for each of the line items listed in the attached document. The government has a BRAND NAME ONLY requirement opened to authorized resellers to purchase the following and no substitutions shall be accepted: The 20TH CBRNE has a requirement for the purchase of five, (5) Annual Standard Subscriptions for LogStorm Blackstratus, BLKS-42-VLS-RXY-MSS (Brand Name Only) Period of Performance: 9/20/2017-9/19/2018 Base Year 9/20/18 - 9/21/19 Option Year 1 9/20/19 - 9/21/20 Option Year 2 INSTRUCTIONS AND INFORMATION TO OFFERORS: Place of performance shall be at Aberdeen Proving Ground, MD 21005. The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses must provide: a. Information in enough detail to show that the Contractor is able to meet the requirements b. Point of contact name and contact information, company CAGE code, DUNS number, and TIN. c. Size standard under NAICS 511210, software publishers. Only small businesses under this NAICS shall be considered. Partial quotes will not be evaluated by the Government. SUBMISSION PROCEDURES: All questions regarding this solicitation must be submitted to the Purchasing Agent via email no later than 10:00 a.m. Eastern Time, 16 August 2017, to Toni.m.foster.civ@mail.mil. Responses to this solicitation must dated, and received no later than 10:00 a.m. Eastern Time, 18 August 2017.
