- STATEMENT OF WORK (SOW) 1. Contract Title: VA242-17-AP-2841 - ORACLE TRAINING - 528-17-2-2221-0006 Note: If claiming SDVOSB or VOSB, the firm must be registered and CVE verified in VetBiz Registry http://www.vetbiz.gov/; also include VetBiz certification. Offers from unverified SDVOSBs or VOSBs are considered deficient and will not be evaluated. FAR Subpart 3.908-9 requires all solicitations and contracts that exceed the Simplified Acquisition Threshold (SAT) to include the clause at FAR Subpart 52.203-17, Contractor Employee Whistleblower Rights and Requirement to Inform Employees of Whistleblower Rights. 2. Background. The Back Office Council has identified a need to train select individuals in Oracle database management. Most databases in our environment are Microsoft SQL. There is an increasing need to support Oracle and there are very few individuals that have that knowledge. Enterprise Engineering is maintaining a baseline for Oracle databases and OI&T Field Operations is responsible for implementing and upholding the baseline. 3. Scope. The Contractor shall provide virtual (remote) live instruction on Oracle 11g database management. Specific Tasks. Here are the topics that we would like covered in the instructor led remote training. Oracle 11g Programming with SQL Intro will be provided and completed before Oracle 11g Administration I. Oracle 11g Administration I will be provided and completed before Oracle 11g Administration II. Virtual training dates, times, pre-requisites for training access and training links will be provided ahead the training dates to each of the identified employees. Oracle 11g: Programming with SQL Intro Course overview/topics: Oracle Database 11g delivers economies of scale on easily managed low-cost grids, making it easier to reduce cost of downtime with maximum availability architecture, change IT systems faster using Real Application Testing, partition and compress data to run queries faster using less disks, securely protect and audit data, and enable total recall of data, and make productive use of standby resources with Active Data Guard. This course addresses Oracle Database 11g Programming with SQL and is focused on: Querying a Database with SQL; Conversion Functions, Conditional Expressions, Group Functions, and Joins; Manipulating Queries and Data; Using DDL, Views, and Schema Objects; Controlling User Access and Managing Objects; Managing Data Dictionary Views and Large Data Sets; Managing Time Zones and Date-time Functions; Subqueries and Regular Expressions Oracle 11g: Administration I Course overview/topics: Oracle Database 11g delivers economies of scale on easily managed low-cost grids, making it easier to reduce cost of downtime with maximum availability architecture, change IT systems faster using Real Application Testing, partition and compress data to run queries faster using less disks, securely protect and audit data, enable total recall of data, and make productive use of standby resources with Active Data Guard. This course addresses administration for Oracle Database 11g and is focused on: Database Architecture and Installation; Database Creation, Instance Management, and Connectivity; Storage Structures and User Security; Managing the Schema, Data, and Concurrency; Managing Undo Data, Database Security, and Maintenance; Performance Monitoring, Recovery Concepts and Backup; Recovering, Moving, and Enhancing the Oracle Database Oracle 11g: Administration II Course overview/topics: Oracle Database 11g delivers economies of scale on easily managed low-cost grids, making it easier to reduce cost of downtime with maximum availability architecture, change IT systems faster using Real Application Testing, partition and compress data to run queries faster using less disks, securely protect and audit data, and enable total recall of data, and make productive use of standby resources with Active Data Guard. This course addresses administration for Oracle Database 11g, focusing on: Database Architecture and ASM; Configuring for Recovery; Configuring for Backup; Using RMAN for Recovery; Supporting RMAN and Using Flashback Technology; Diagnosing the Database and Managing Memory; Database Performance and Space Management; Managing Resources and Task Automation; Globalization 5. Performance Monitoring (if applicable). The Government may utilize the Performance Based Service Assessment Survey, provided at the end of this document, or other method to compare Contractor performance to the Acceptable Levels of Performance (ALPs). 6. 6. Security Requirements. No background investigation is required 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Not applicable 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. N/A b. Identification of Potential Conflicts of Interest (COI). No organizational COI exists. c. Inspection and Acceptance Criteria. The COR will review survey results and determine whether the training delivery was acceptable. 9. Risk Control The risk for this contract is considered low, so no risk control methods will be utilized. 10. Place of Performance. The training shall be conducted virtually online from the contractor s facility and be accessible to government employees via the Internet. 11. Period of Performance. The period of performance will begin within 30 days from the contract award and be finished prior to October 30, 2017. 12. Delivery Schedule. Virtual training dates, times, pre-requisites for training access and training links will be provided ahead the training dates to each of the identified employees. How current is the expertise of those contractors performing requested tasks? 2. Do contractor personnel possess the necessary knowledge, skills and ability to accomplish assigned tasks? 3. Are the staffing levels assigned by contractor appropriate for accomplishing the mission? D. VALUE OF THE CONTRACTOR: 1. How would you assess the value of the services provided by the contractor? 2. How do you rate the quality of the products delivered by the contractor? 3. What overall rating would you give to the contractor's performance? ** Ratings for a Performance Standard are calculated by adding the individual scores under a Performance Standard and dividing it by the number of sub-standards under that Performance Standard. ***Poor and Below Satisfactory ratings must be explained in Section II (Narrative Clarification) below.
