- THIS IS A SOURCES SOUGHT NOTICE. This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Southern Arizona VA Health Care System (SAVAHCS) has a requirement for purchase of one Riken FI-80000P anesthetic gas analyzer. The intent of the procurement is to award a firm-fixed price contract. The Statement of Work (SOW) defines the effort required for the purchase and delivery of the requirement to the Tucson VA. Unique Features: This project encompasses patient care across the Southern Arizona VA Health Care System (SAVAHCS) continuum. The SAVAHCS for the purchase of one Riken FI-80000P Anesthetic Gas Indicator. SAVAHCS received 14 Drager Anesthesia units last year and the Biomedical Engineering section has staff trained to support these Life-Support systems in-house. Additional test equipment is required to adequately perform preventive maintenance, which includes testing the anesthetic gases in the vaporizers using a calibrated anesthetic gas analyzer. The term of the contract is intended to be Delivery by September 22, 2017. It is anticipated that a Request for Quotes will be issued in August, 2017. Award of a firm fixed price contract is contemplated by August, 2017. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of residential renovation projects (including references); (3) intentions of subcontracting program to include set-asides; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) documentation on company s bonding capacity and limitations; and (6) any other pertinent company documentation. Scope Requesting one Riken FI-8000P Anesthetic Gas Indicator comes with one year warranty, operator manual, calibration certificate, rubber cover, accessories. Specific Tasks/Salient Characteristics One digital, calibrated anesthetic gas analyzer to test Dräger vaporizers output concentrations. Equipment needs to be calibrated and be compatible to test Dräger vapor 2000 and Dräger D-Vapor anesthetic vaporizers. The analyzer needs to digitally detect isoflurane, sevoflurane, desflurane, and halothane anesthetic gases with a carrier gas of O2 or medical air to with-in + 3% accuracy. The equipment must be portable and able to display gas concentration as a percentage and does not require a correction factor. Must include at least one year warranty, operator manual, calibration certificate, rubber cover, accessories. Purchase required analyzer for testing anesthesia vaporizers Other Pertinent Information or Special Considerations. This Unit is the only available piece of equipment that can perform all the necessary monitoring functions that the anesthesia vaporizers require. Risk Control Unit will be calibrated per MFG specifications and recommendations Place of Performance The unit will be used by Biomedical Engineering at SAVAHCS Period of Performance: Delivery by September 22, 2017.
