- J&A J&A Solicitation Notice of Intent to Sole Source The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF), Bremerton Washington, intends to solicit and negotiate a Sole Source, Firm-Fixed-Price Purchase Order with Mirion Technologies (Canberra) Inc. The procurement is for High Purity Germanium (HPGE). This is a FAR 13.5 single source procurement and will be justified under the authority of Other Than Full and Open Competition in FAR 13.501(a)(1) and 10 U.S.C. 2304(g). Only one responsible sources and no other requirement will satisfy the needs of the Government. It was determined that the needed items are only available from Mirion Technologies (Canberra) Inc., who only provides the proprietary ISOCS characterization used for operating the Genie 2000 LabSOCS software. This award is initiated due to PSNS&IMF limited quantity of High Purity Germanium (HPGE) on hand. Currently, the HPGE detectors that are installed in sample and item counting systems using Mirion Technologies (Canberra) Inc. hardware and running Mirion Technologies (Canberra) Inc. software (Genie 2000 Base Spectroscopy, Genie 2000 LabSOCS, etc) which is The Department of Navy(DON) Application and Database Management System (DADMS) approved. DADMS is a list of all Navy Sea System Command (NAVSEA) approved software used on all DON system. Only a ISOCS/LabSCOCS characterized detector can fully operate in the sample and item counting systems in their current configurations since the characterization works with the Mirion LabSOCS software which is used in counting samples in non-standard geometries (e.g. 1500ml marinelli and 1 liter bottle). The North American Industry Classification System (NAICS) code for this requirement is 334519. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement on 09/08/2017. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the market place for future procurements. The Government will not pay for information submitted. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement.
