Description
NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT: The Department of Veterans Affairs, Veterans Integrated Services Network 2 (VISN 2), hereby gives notice of their intent to award an interim sole source FSS task order contract to LabCorp of America; 358 S. Main St, Ste 458; Burlington, NC 27215 in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(2), for purchases exceeding the simplified acquisition threshold and (FAR) Subpart 13.500 (a) that will satisfy agency requirements. This sole source award will allow vendor to conduct laboratory reference testing for Network Contracting 2 (NCO 2) facilities as outlined in the Performance Work Statement (PWS). Due to the complex, critical nature of the required services in addition to the time-intensive implementation/transition period of this requirement, NCO 2 requires this contract to be in place without interruption in service. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES: However, all responsible sources may submit a capability statement that meets the requirements, which, if received within five (5) business days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Responses shall be submitted via e-mail to josie.tuitt@va.gov. Telephone requests or inquires will not be accepted. STATEMENT OF NEED 1. VISN 2 VA Medical Centers have a requirement for reference laboratory testing services. These services are necessary to process the laboratory reference tests provided by the nine VA Medical Centers and 28 CBOC s of VISN 2. Reference laboratory testing services are highly specialized and are held to very strict standards. These tests are a necessary and integral part in providing quality care to our Veterans and returning Service members. Services will include: the transportation of clinical laboratory specimens to the Contractor s laboratory(s); the performance of analytical testing as defined by the Contractor s reference test manual; the reporting of analytical test results; and consultative services as required. 2. Period of Performance will be October 1, 2017 March 31, 2018 and two, three-month option periods. PERFORMANCE WORK STATEMENT Contractor shall provide a full range of referral laboratory services to include all labor, supplies, equipment, maintenance, information technology, and supervision necessary to provide Reference Laboratory Services for the Veterans Integrated Service Network 2, herein after designated as VISN 2. VISN 2 is comprised of the nine (9) physical locations, of which two are VA Medical Centers (Bronx and Northport) and the remaining seven (7) locations are campuses within Healthcare Systems (Hudson Valley Healthcare System: Montrose and Castle Point campuses, New Jersey Healthcare System: East Orange and Lyons campuses, and New York Harbor Healthcare System: St. Albans, New York and Brooklyn campuses. Reference Laboratory Services include, but are not limited to: specimen preparation and storage; transportation of clinical laboratory specimens, microbiology cultures, and stock, cytology and/or surgical pathology specimens to include cutting tissue blocks, genetic testing, performance of analytical testing; reporting of analytical test results; and consultative services. If the Reference Laboratory does not perform a requested test, it will facilitate sending the specimen to a Reference Laboratory that does.
