Description
This is a SOLE-SOURCE Special Notice. On a SOLE-SOURCE basis, the United States Department of Transportation (DOT) plans to purchase, from Motorola: (a) approximately 20 VHF MHZ Model 1.5 Motorola Solutions portable radios; and (b) approximately 10 additional types of SUPPORTING Motorola products, in quantities ranging from 1 to 40 each. Those SUPPORTING products include, but are not limited to, operational software, service-warranties, chargers, a programming cable, an infrastructure installation, battery packs, key load adapters, and other types of supporting electrical equipment. DOT currently estimates that this total SOLE-SOURCE purchase, from Motorola, will cost about $97,000. The Motorola equipment to be purchased will be used by Special Agents in DOT's Protective Service Division (PSD) to meet their mission-objective of providing security service to the Secretary of Transportation. This SOLE-SOURCE acquisition is justified because Motorola Solutions radios are considered the best in the industry and are used by organizations such as the U.S. Secret Service (USSS) and the State Department. And use of this model radio will allow for interconnectivity with other key law enforcement agencies that DOT routinely interfaces with in carrying out its protective security mission. This model of Motorola radio will allow DOT to share frequencies, which will allow more-efficient communications and coordination with the USSS and the US Capitol Police. And that in turn will help to prevent miscommunications and help to avoid security conflicts during routine and emergency operations. Having this make and model, consistent with the make and model currently used by the USSS and the US Capitol Police, will allow DOT to utilize USSS personnel and equipment, and US Capitol Police personnel and equipment, for frequency sharing and programming, thereby providing a desirable enhancement of the capabilities of DOT's own Protective Service. Other makes and models would not permit DOT to take advantage of such interoperability. Additionally, and because DOT's PSD invested thousands of dollars a few years ago to encrypt its radios with Motorola equipment and software, DOT's PSD is able to use the same key box to program/reprogram the new 6 series/model radios. The main "technical features" difference from any other radio is the range of the signal of the Motorola hand held radios, the new smaller size for concealment, the ability to use DOT PSD's existing surveillance kits and equipment with those radios, and the cost-saving to DOT with pre-existing Motorola equipment including both hardware and software. DOT's PSD also invested in a repeater system for use atop DOT HQ and the FAA building, enabling that PSD to extend the range of the repeater channel on PSD's handhelds. The Motorola radio is the communication standard in the law enforcement community. Nothing else will provide the high level of quality and service indispensable to DOT. Nevertheless, any company or organization, OTHER THAN Motorola, which believes that is fully capable of meeting DOT's needs at the high level of quality and service and dependability indispensable to the Department, may, not later than 11:59 PM Eastern Daylight Time September 6 th, 2017, e-mail a complete Statement of Qualifications to james.mowery@dot.gov and to brad.hoilman@dot.gov and to Chris.Maney@dot.gov.
