Description
This solicitation is planned to be solicited on a sole source basis to a Service Disabled Veteran Owned Small Business (SDVOB). The Robert J. Dole Federal Courthouse is an 8 story building with a ground floor, mezzanine and penthouse levels. A parking garage occupies a portion of Basement. The building contains 273,000 gross square feet and was completed in 1996 for the courts. The building is sprinklered and is provided with a fire alarm system. The building is located at 500 State Avenue, Kansas City, KS. This project is a continuation of firestopping work performed on the lower levels of the Dole US Courthouse on floors Ground through 4th floors. The building perimeter firestopping in this project will be done at the 6th floor, and will finish out the entire perimeter firestopping for the courthouse. The project started out as a project to seal up air infiltration that was occurring at the inside perimeter of the building. It was discovered that there were more or less continuous openings between floor slabs and exterior envelopes, at the perimeter. There was no floor-to-floor fire separation in these areas. The existing construction did not achieve the required 2-hour fire separation between floors. Perimeter firestopping details and techniques will be largely similar to those used on lower floors. In numerous instances, the method of achieving a suitable separation or fire rating can be achieved through the use of a standard UL Assembly or detail and firestopping material. In other instances, the method of achieving a suitable separation or fire rating cannot be achieved through the use of a standard assembly or detail. In such cases, an engineered solution and/or an engineering judgment needs to be developed by the fire protection engineer and the AHJ (authority having jurisdiction) has to approve the solution and the installation of the solution. Such customized engineered solutions require the utilization of a professional fire protection engineer on the design/construction team. This project will utilize the prior project learning on firestopping, process controls and logistics. Communication protocols will be put into practice to inform building tenants of these elements of the project. There are no courtrooms on this floor at the exterior wall. There are supporting rooms for juries, defendants and attorneys. The team will coordinate with the Courts' schedule, with the courts' appointed representative, for these spaces throughout the design and construction phases. This work will be done after hours during the week from 6 pm to 4 pm and/or weekends, as necessary. For security, a guard service will be hired by GSA and the contractor will work in unison with this service to keep access to other areas within the courthouse, not in the contract scope. The dollar value magnitude for this proposed requirement ranges between $1,000,000.00 - $5,000,000.00.
