Description
This Sources Sought Synopsis is being issued solely for information and planning purposes; and, does not constitute a solicitation, nor is this notice a request for quotations. DO NOT submit a quote or proposal in response to this Synopsis. The purpose of this Synopsis is to gain insight into existing Industry capabilities and systems. It is aimed at receiving feedback from industry on the capabilities out there to perform SE&I support within a diminished timeline due to the urgency of this Space Enterprise Vision (SEV) requirement directed from Space and Missile Systems Center (SMC) leadership. Responses to this Synopsis shall include the following: (a) company name, (b) address, and (c ) point of contact (including phone number and email addresses). Any information submitted in response to this Synopsis is strictly voluntary. Objectives and Needs provided in this Synopsis are based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. Program Details: The focus of this performance-based Systems Engineering & Integration (SE&I) contract is to support Space Enterprise Vision (SEV) and Space Warfighting Construct (SWC) requirements, gain support for new and on-going efforts in all phases of the acquisition life cycle and standardize systems engineering processes across the three programs called Air Force Satellite Controll Network (AFSCN), the Launch and Test Range System (LTRS), and the Space Training Acquisiton Office (STAO). Services acquired will support RN programs' integration requirements by establishing relationships, processes, and other execution tools needed to overcome the technical, operational, and cultural challenges of operational acceptance. This requirement will standardize SE&I capabilities across RN's three separate and distinct program by bringing the individual systems engineering processes to acceptable levels of maturity and then making these processes common across RN programs, as well as across Space and Missile Systems Center (SMC). The Range and Network Programs currently covered by the SE&I contract provide the common ground system infrastructure needed by all SWC capabilities; satellites, launch vehicles and command & control systems. The Range and Network Program Office has been directed to further develop, maintain, and sustain the envisioned enterprise-level ground architecture to support the SWC. Given the dependency of all SWC assets on the Range and Network architecture and the Enterprise Systems Engineering Council (ESEC) to govern the implementation of the SWC, the SE&I contractor providing engineering services to the ESEC must be intimately knowledgeable of all current technical aspects associated with both the Range and Network ground architectures. The intent of this Sources Sought is for purpose of a Sole Source Award. Table 5-3: Representative Engineering Disciplines, Mission Areas, and Projects Systems/Specialty Engineering Disciplines Mission Areas Projects •- Systems Engineering •- Test & Evaluation •- Software Engineering •- Integrated Logistics Support •- Design Engineering •- Manufacturing and Producibility •- Quality Assurance •- Reliability and Maintainability •- Spectrum Management •- Concept Development •- Architecting •- System Safety Engineering •- Acquisition Systems Protection & International Program Security •- Intelligence Support •- Multi-spectral surveillance satellites •- Infra-red surveillance satellites •- Next generation space navigation systems •- Navigation user equipment •- Satellite ground stations •- Navigation satellites •- Heavy and medium lift launch vehicles •- Small launch vehicles •- Launch range systems •- Satellite control networks •- Space control systems •- Operational Safety, Suitability, & Effectiveness •- Space Flight Worthiness •- Mission Assurance •- Technology Assessments •- Standardization Program •- Engineering Acquisition Support Team •- Critical Technologies & Industrial Base Administrative Disciplines •- Configuration Management •- Data Management Techniques •- Modeling & Simulation •- Survivability •- Human Systems Engineering •- Mass Properties •- EMI/EMC •- Parts, Materials & Processes •- Cybersecurity •- Net-Centric Engineering In addition, the Contractor must adhere to the following tasks and must be able to perform them efficiently, in accordance with SE&I PWS Section 5.4: •5.4.1 The contractor shall provide systems engineering center-level subject matter experts (SMEs) with knowledge and experience across the categories listed in Table 5-3. •5.4.2 The contractor shall provide AFSPC systems engineering guidance crossing space and cyberspace systems including but not limited to satellite, space vehicle command and control, space launch acquisition programs, space order battle management command, control and communication (BMC3) systems and technology projects. •5.4.3 The contractor shall provide systems engineering support, advice and recommendations to acquisition and systems engineering practitioners across SMC. •5.4.4 The contractor shall provide SMEs for program systems engineering planning, center enterprise engineering initiatives, AFSPC, AF and DoD level systems engineering requests and collaboration. •5.4.5 The contractor shall analyze systems engineering artifacts such as architectural views and requirement documents to ensure the right capabilities are incorporated into system architectures, acquisition strategies, and contractual processes and documents. •5.4.6 The contractor shall assist the Government with establishing systems engineering related specifications, standards and practices for space and cyberspace systems. •5.4.7 The contractor shall actively participate in program management reviews, technical readiness reviews and other major program reviews as requested by the Government leads. •5.4.8 The contractor shall perform independent assessments and reviews to support programs as requested by the Government leads. •5.4.9 The contractor shall provide guidance and advice to the Program Executive Officer (PEO) on enterprise systems engineering risks or issues during major program certification events such as milestone decisions, acquisition decisions and system readiness certifications. •5.4.10 The contractor shall participate in systems engineering resource investment planning processes as requested by the SMC Enterprise Systems Engineering Council (ESEC).
