Description
THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY *Revised* This Request for information (RFI) is for the purpose of identifying companies that can meet the following Bureau of Reclamation Requirements. The Bureau of Reclamation has a requirement to work with Reclamation staff to develop communications and change management plans and process to support the implementation, operations, and maintenance of eERDMS. The location of this position will be at Reclamation's Denver Office. Requirement to be able to create, develop, implement, follow-up, and evaluate activities that achieve Reclamation eERDMS deliverables in these areas: Task 1 - Prepare for the Change Task 2 - Manage the Change Task 3 - Implement the Plans Task 4 - Reinforce the Change Task 5 - Communicate the Changes Minimum Qualifications. Demonstrated skill with and/or training in: •Strategic Planning, and Plan writing to encompass analysis of current AS IS situation(s), and the ability to relate current AS IS to desired end state post-change (TO BE) oUnderstanding of desired end state requires knowledge of the eERDMS system's OpenText base software at the source-code level. oUnderstanding OpenText, at the source-code, level is necessary to communicate and track the technical changes between the current and post-change systems as well as the security requirement changes associated with the new system •Communications Planning and plan writing including tactics and metrics relating actions to outcomes •Change Management, knowledge of/experience with ADKAR is a plus. •Bachelor's degree, preferably in Communication, Journalism, Business Administration or similar discipline •Minimum 3 years of experience in leading/developing Change Management activities •Minimum 3 years of experience in leading/implementing Communications activities •Minimum 3 years of experience in business operations analysis and report writing •US Citizen Required Skills: •Must be able to implement/develop a coordinated Change Management and Communications Plan, and be able to execute the plan. •The communications execution will include management of processes and standards, including defining the audiences, messages, media, frequency and tools. S/He will lead and assist in the implementation/ development of the project communication mechanisms (e.g. All Hands Webinars, Newsletters, Web Sites, SharePoint Portal). •Have a solid understanding of how people go through a change and the change process •Have experience with and knowledge of change management principles and methodologies, and familiarity with project management approaches, tools and phases of the project lifecycle is highly desirable/a requirement for this position. •Possess strong organizational skills •Have knowledge of and experience with general business/government functions, and change as it relates to overall operations. Required Certifications: •OpenText Certified Systems Administrator •OpenText Certified Developers •OpenText Certified Business Analyst/Consultant NARA or AIIM Certified Records Manager This RFI shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned. INSTRUCTION FOR RFI SUBMISSION: After review of the attached documentation, interested parties may submit a response in an electronic format only via email to cmohamed@usbr.gov no later than September 4, 2017 11:00 AM MDT. Electronic files should be in Microsoft Office Word or PDF format. All information should be UNCLASSIFIED material only. Respondents should include as part of their submission: a. A synopsis of the company's capabilities in this area. b.GSA Number if applicable c. DUNS Number d. Company Name e.Company Address f.Business size, SDVOSB, HUBZone, or Woman owned status, as validated via the System for Award Administration (SAM). All offers must register on the SAM located at http://www.SAM.gov g.Company point of contact, phone and email address. h.Past work experience. If you have experience working with other Federal Agencies and/or commercial businesses of similar size and scope, please include agency and/or business name contract number (if applicable), amount and type of contract (e.g. FFP, T&M, Labor hour etc). Any company proprietary information must be marked as such, the RFI information should not exceed a total of 10 one-sided 8 1/2x11 pages, with one inch margins, and font no smaller than 12 point.
