DRAWING W/OUT SHELVES SOLICITATION WITH DRAWINGS DRAWING #2 W/SHELVES EXAMPLE PIC 2 EXAMPLE PIC #1 Tennessee National Guard This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-17-T-0014 is hereby issued as a Request for Quote within the TN area. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective date 19 January 2017. This requirement is being advertised as Small Business set-aside and the North American Industry Classification System (NAICS) Code are 337215, with a Size Standard of 500 Employees. See Drawings attached - Enclosure 1& 2 Looking down from top Enclosure 2 Drawing w/out shelves attached - Enclosure 1 Example of pic attached - Enclosure 3 & 4 Salient Characteristics - see 4.1 4.0Salient Characteristics: 4.1Minimum High Density Storage System Characteristics and Capabilities System Must Be Capable at procurement or any time in the future of: Addition, relocation, and removal of drawers and shelves at any like size location within existing system. Drawers must be capable of relocation or addition in any of manufacturer's standard sizes singly or in groups. No supplemental mounting frame can be utilized as this will inhibit the flexibility of drawer and shelf placement/relocation within the working height of the system. Addition or subtraction to storage system in both the length and width direction (this includes all accompanying carriages, decking, rail, and storage system shelving) without disruption to or demounting of system that is already designed and or in place. Drawers should be securable by addition of lock bar, full, or partial height lockable doors 100% utilization of system height for placement of shelves and drawers Addition of Wire Shelving, Back or Side Panels to accommodate potential future air passage, light passage, or fire code requirements that result from relocation or expansion. Groutless Platform Leveling System to easily allow for relocation or addition to existing system. 5.0STANDARD SHELVING AND MOBILE AISLE SYTEM SPECIFICATIONS 5.1.All equipment shall be greater than or equal to the specifications herein attached and as referenced on project drawings. 5.1.2Full end and sidewall panels on every shelving unit to be in reflective white or match shelving color. The entire system must be a "turn key" design. Vendor will furnish labor, materials, equipment any special tools and services required to provide complete and ready to use system, 5.1.3Vendor will submit a manufacturer's general catalog, actual color samples, and detailed drawings, including all dimensions, material and design information pertaining to the quoted materials. 5.1.4Any substitutions or deviations from the specifications and drawings must be submitted with each bid and itemized in writing with detailed product drawings indicating all substitutions and deviations. 5.1.5Installation to be done by a factory trained and approved installation team experienced in installation of the manufacturer's mobile storage system. 6.0Warrantees Shelving system, storage units and racks must have warranty from the date of final installation. 6.1Mobile/stationary base system and moving parts to be warranted against defective parts and workmanship for a period of one year from the date of final installation. 6.1.2Assembly type manufacturers and/or manufacturers who do not manufacture all major components and accessories may not be considered.   7.0SYSTEM SPECIFICATIONS 7.10GENERAL STANDARD SYSTEM SPECIFICATIONS Standard system using V -shaped triangular common post system 9000 pound per post capacity Shelves must adjust on 1-1/2 increments using tapered slots Capable of double and triple decking Capable of inserting wire and solid shelves Capable of inserting wide modular drawers with 200-400 pound capacity, 36" or 48" wide Capable: of adding lockable doors Capable of post interchange with shelving and bulk rack system 8.0MOBILE AISLE SYSTEM FOR USE WITH STANDARD SYSTEM Capable of supporting a minimum of 1000 pounds per linear foot of carriage Must contain a non-grouted substructure (track system to be 10 18 steel ¼" x 1" rectangular bar with leveling adjustments supporting floor decking,' carriages and above storage system. Re-levelable floor system to adjust to uneven surfaces. 5" diameter wheels, coiled rolled steel, maintenance free, double flanged for support and weight distribution. Deck material (infill) tuff deck ¾" tongue and groove, coated with a high density polyethylene overlay wear layer. Aisle safety lock mounted above handle preventing the unit from being closed when aisle is in use. 8.1MOBILE AISLE TECHNICAL SPECIFICATION For uniformity of appearance carriage beams, track, ramp, and extruded aluminum end panel corners will be BLACK.. The steel end panel (when required) and shelving shall be identical in color and selected from the manufacturers color charts. All fabricated components and accessories to be thoroughly cleaned and dried prior to the application of a thermosetting powder coat finish. The coating shall be permanently bonded to the metal by curing in an oven for maximum resistance to impact, abrasion smug and corrosion. 8.1.0FLOOR PREPARATION No form floor breaking should be required with the mobile system. To achieve and maintain the track in proper level for the life of the system the following is required: The floor level must not vary by more than 5/8" between the highest & and lowest point over the length and width of the system. b) The floor shall not be subject to continuous deflection and must be capable of handling the estimated load of the system. 8.1.1TRACK Tracks are to be laid to a level tolerance +0.031 over a 12'-0" run, determined through the use of a surveyor's transit or laser level.   8.1.2IN-FILL FLOORING In-Fill flooring to be flush with a maximum of 1/16" gaps on the sides of the tracks 9.0SHELVING MOUNTING TO MOBILE/STATIONARY BASE Standard shelving uprights to be fastened to mobile bases by anchoring brackets. All other Manufacturers shelving brackets and applications to be determined and approved by the mobile storage systems manufactures designated engineer. Stationary Ranges: Stationary units to be mounted on top of the track and deck Stationary units can be placed directly on the floor adjacent to the system 9.1END STOPS Systems ending with rolling ranges require an end stop at the end of each track in the system. End stops require an additional 2" of track space. 9.1.2TECHNICAL SPECIFICATION - STANDARD SHELVING Standard "V" shaped double flanged upright shelving units must be designed so as to accommodate wide rolling drawers, lockable door fronts, wire and/or steel shelving, wire and/or steel dividers, bin fronts and/or steel sliding drawers for current utilization or for future storage expansion requirements. Units must have the flexibility of installation with bulk rack and with double entry shelving capable of side by side (common upright) installation with the system. All components and compatible fixtures must maintain engineering consistency and must color match. 9.1.3Available Size Requirements Shelving System must be available in standard widths of 36" and 48". Available depths must be 18", and 24". Available heights must be 72", 84", 96", and 120". 9.1.4SOLID STEEL UPRIGHTS 16-gauge cold rolled steel, rolled into a wide hollow "V" shape. The front face of the upright shall be a minimum or 1-5/8"; the return sides of the triangle are to be a minimum of 1-3/16" with additional extensions of 7/16" for attachment of end panels or and sway braces. The triangular shape shall be such that it permits the completely independent and unhindered placement and movement of shelves. Post sides shall be punched 1-1/2" on center along two of the three flanges for side by side assembly and maintaining a smooth outer appearance on the third. Uprights shall be indexed on 6" centers for easy shelf location. 9.1.5SOLID STEEL BRACES End Sway Braces - Front and back vertical posts are joined with 5" high, 20 gauge steel end plate reinforcements. The braces shall be flat plates with beads on top and button and attachment holes at each end for holding to the upright post comer and to create a four point bolt connection. A minimum of two plates shall be used with each pair of uprights. Back Sway Braces (open unit support) - Two steel cross plates shall form an 'X" shape. Pivotal at center and notched at all four cross plate ends so as to securely fit within tapered upright slots.   9.1.6SOLID STEEL PANELS End Panels - Front and back vertical posts are joined with 22-gauge cold rolled steel sheet that provides a closed end/or center panel for shelving units. Furnished in reflective white unless otherwise specified. Two pieces for shelves up to 84" height, three for shelving up to 120" Punched for nut and bolt assembly to posts. Back Panels - Back and vertical posts are joined with 24-gauge cold roll steel sheet that provides a closed back for shelf units. Furnished in reflective white unless otherwise specified. Two pieces for shelving up to 84" height, three for shelving up to 120". Punched for nut and bolt assembly to posts. 9.1.7WIRE GRID PANELS Back Panels - Back vertical posts are joined with minimum 24 gauge steel panels, which are furnished in reflective white unless otherwise specified. The back shall have three (3) rows of holes for fastening of the panels to the back panel brackets and to the shelves. Each back shall attach to the shelves with back panel clips or sheet metal screws so that they are held firmly against the shelves. The back panels shall be no higher than 43". Two pieces for shelving up to 84'' height, three for shelving up to 120" 9.1.8SHELVING Heavy Duty Solid Steel Shelf - 18 gauge cold roll, fold form, double flanged on all four sides for maximum strength and rigidity, boxed form edges. Secured to uprights with corner reinforcements that fit into tapered upright slots punched at 1-1/2" increments for shelf adjustment. Shelf to be adjustable from the front without tools. Load capacities from 650 to 700 pounds (depending on shelf width) per shelf (uniformly distributed). 10.CORNER REINFORCEMENT 16 gauge steel and zinc plate. Reinforcements shall have extruded stud which inserts into the tapered slot on the side of the upright post. Each comer reinforcement shall enter the width and depth flange of the shelf a minimum length of 11/16", thereby cross supporting and reinforcing the shelf. Four (4) corner reinforcements are required for each shelf. 10.1STEEL SLIDING DRAWERS 24 gauge cold roll, fold form steel sliding drawers painted inside and out, with steel handles. Drawers are designed to be placed directly on an individual shelf. A shelf above a shelf of drawers to be installed so that when draws are pulled out from shelf, the back lip of the drawer catches on the upper shelf so as to create a drawer stop. Drawers may be punched with slots at front, back, and sides so as to accommodate font to back partitions or width dividers. 10.1.2DIVIDERS Solid steel dividers to be stamped from minimum 24 gauge steel. Dividers shall have a beaded front and attach to the shelves with push clips. Wire dividers are to be formed of steel wire. Designed to secure to bottom shelf through clip designed wire brace at bottom of divider. 10.1.3BASES Minimum 18 gauge solid steel. The base shall be attached to the front of the bottom shelf with two (2) sheet metal screws.   10.1.4FINISH/COLOR For uniformity and appearance, all carriers, steel end panels (when required) and shelving shall be identical in color, where specified, as selected from manufacturers actual color charts. All fabricated components and accessories shall be thoroughly cleaned and dried prior to application of a thermosetting powder coating finish by an automatic electrostatic system. The coating shall be permanently bonded to the metal by curing in an oven for no less-than twenty minutes and no less than 375 degrees Fahrenheit for a maximum resistance to impact, abrasion, staining, and corrosion. All parts that are electro statically painted with an industrial grade powder coat finish have better adhesion and resist rusting: 10.1.5STANDARD SYSTEM ADAPTATION REQUIREMENTS The shelving system must be capable of accepting the following accessories at procurement or at any time in the future: Wide Rolling Drawers - 22 gauge roll fold form steel drawers that operate on patented glide roller bearing system. Standard drawer sizes of 18"x36", 18"x48", 24"x36" and 24"x48" must be available, with face heights of 3", 4 ½", 6", 7 ½", 9", 10 ½", 12", and 13 ½". Drawers must be painted inside and out and. hole punched on bottom for structural integrity. Side and back lips of drawer to be punched with slots to accommodate front to back vertical partitions and side lo side width dividers. Drawer's roller guides to be bolted front to back at uprights. Shelves to be inserted above and below every group of drawers 36" in height for increased structural integrity. Drawer weight load capacities of 200 or 400 pounds. Lockable Door Fronts - 22 gauge cold roll, fold form steel with We-point latch and lockable keyhole handle. Door fronts designed to bolt to shelving at top and bottom and to secure to uprights at sides through clips that insert into tapered upright notches. Door fronts must be available in solid steel or steel frame and full height Plexiglas panels for ease of inventory management. Bulk Rack - Using the common upright of the original equipment, the shelving must be capable of accepting bulk storage racks from 24" wide to 48" wide and up to 108" in length as manufactured by the original shelving manufacturer. OEM requirement will to assure fit, finish, structural integrity, and single source warranty or repair claims. (Manufacturers Bulk Rack System Specifications attached) 10.1.6TECHNICAL SPECIFICATION - STANDARD BULK RACK Bulk storage units for hand load applications, with "V" shaped double flanged uprights. Units must have the flexibility of installation with all standard Standard solid and wire shelving unit components. Racks must be capable of side by side (common upright) installation within the storage system. Design must provide capability of one-man assembly without tools or fasteners. All components and compatible fixtures must maintain engineering consistency and color match by Manufacture.   10.1.7Steel Upright Posts 16 gauge cold rolled steel, rolled into a 1 5/8" wide, hollow "V" shape. Punched 1 1/2" on center along two of the three flanges for side by side assembly and maintaining a smooth outer appearance on the third, facing, side. Tapered slots in the uprights must accept shelf reinforcement clips, support beams for steel, wire grid and / or plywood shelving. Posts are to be joined by minimum 16ga. cold rolled steel x 2-9/32" x depth horizontal member and minimum 13ga. cold rolled steel x 15/16" x depth diagonal member. Uprights are to be provided as a complete welded assembly. 10.1.8Braces Solid Beam Racks -Front and rear uprights to have support bars and 2 1/2" high front-to-back steel plates (minimum of two); all items are to be arc welded to uprights for maximum bracing support and structural integrity. Super Duty Wire Beam Racks - Front and rear vertical posts are joined with 5" high, 16 gauge metal end plates reinforcements. Plates are punched once in each comer to create a four point bolt connection to upright for structural integrity. 10.1.9Solid Steel Support Beams Cold rolled and formed, designed with 5/8" recessed ledges to accommodate steel, wire or particle board/wood decking. Beam ends to have minimum of three (3) lugs that secure into tapered upright notches for solid three point load bearing upright to beam connection. Beams are to be adjustable every 1 ½" vertically. Light Duty Beams - 14 gauge cold rolled steed. 4'' 5' and 6' long beams 2 5/8" high, capacities up to 1460 pounds per beam pair. Medium Duty Beams - 14 gauge cold rolled steed. 4', 5' and 6' long beams 2 7/8" high, capacities up to 2112 pounds per beam pair. 8' long beams 3 3/4" high, capacities up to 1557 pounds per beam pair. Heavy Duty Beams - 12 gauge cold rolled steed. 4', 5' and 6' long beams 3 1/2" high, capacities up to 3454 pounds per beam pair. 8' long beams 3 3/4" high, capacities up to 2667 pounds per beam pair. Tie Bars - Solid Steel Bars placed front-to-back, secured by bayonet attachment to underside of beam channels for decking material support structure, system integrity, and unit rigidity; one (1) required per.4' or 5'L beams, two (2) per 6' or 8' beams. 10.2Decking/Shelf Surfaces Solid Steel Decking - 22 gauge cold rolled and formed, 5/8" thick, corrugated steel sheets. Designed with one side ridged or ribbed for safety conscious, free and clear hand loading and reverse side flat channeled for flat surface loading. Decking sheets must overlap so as to create a secure and structurally strong shelf. 1. 15" deep decking in widths up to 8', maximum capacity of 4815 pounds. 2. 24" deep decking in widths up to 8'' maximum capacity of 3704 pounds, 3. 30" deep decking in widths up to 8', maximum capacity of 2870 pounds. 4. 36" deep decking in widths up to 8', maximum capacity of 2392 pounds. 5. 48" deep decking in widths up to 8', maximum capacity of 2384 pound   10.2.1Miscellaneous Components Back to Back Clamps used for additional structural integrity when placing units in rows back to back, minimum of two per pair of uprights. Floor Anchors used to secure shelving uprights to floor to increase stability and to meet seismic standards. Floor Plate used to protect linoleum or wood floors or to shim uneven floors. Seismic Accessories - Brackets, braces, anchors, and clips used as specified in seismic applications. 10.2.2Finish/Color For uniformity and appearance, all carriers, steel end panels (when required) and shelving shall be identical in color, where specified, as selected from manufacturers actual color charts. All fabricated components and accessories shall be thoroughly cleaned and dried prior to application of a thermosetting powder coating finish by an automatic electrostatic system. The coating shall be permanently bonded to the metal by curing in an oven for no less-than twenty minutes and no less than 375 degrees Fahrenheit for maximum resistance to impact, abrasion, staining, and corrosion. All parts are to be electrostatically painted with an industrial grade powder coat finish allowing better adhesion and resistance to rust. Please call if there are any questions pertaining to this request. 13.0Hours of Operation: The contractor will perform services during normal business hours Monday thru Friday 7:00am - 3:30pm EST except Federal Holidays.   14.0Contractor Manpower Reporting. 14.1The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://armycmra.dmdc.osd.mil/Login.aspx The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract Number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor's name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification code (UIC) for the Army Requiring Activity (the Army Requiring Activityis responsible for providing the contractor with its UIC for the purposes of reporting this information; (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the website. Quality Assurance Plan: The Contracting Officer's Representative (COR) will monitor contractor performance and complete the Quality Assurance Worksheet provided below on a monthly basis. The Quality Assurance Worksheet will be submitted directly to the Administering Contracting Officer with a copy to the Contracting Officer Representative (COR) following the first month of performance following the service. Future months will be submitted to the Contracting Officer only, unless COR involvement is warranted (i.e. anything other than green). The COR will assume a quality performance rating of "Green" on all measured deliverables unless otherwise notified. The quality rating may change from "Green" to "Red" without notice. We anticipate the COR utilizing the "Yellow" quality rating to alert the contracting office and the COR of quality issues that have the potential for a "Red" quality rating if corrective action is not taken. By approving service and/or deliverables on the worksheet, the COR confirms the quality performance rating of "Green" unless otherwise annotated. The Contracting Officer listed in the contract will provide the Contractor with a copy of all rating worksheets that are other than green. At the end of the performance period, the COR will be asked to complete a Quality Performance Review to document the quality performance rating. This will be submitted to the Contracting Officer. If there are any ratings other than green a copy will be furnished to the contractor. The COR may submit a Quality Assurance Worksheet at any time and as often as necessary to document quality levels. If Contractor response to an identified quality deficiency is unsatisfactory, the Contracting Officer will contact the appropriate Contractor representative to implement a plan of action to remedy the identified deficiency.
