- The National Institute of Allergy and Infectious Diseases (NIAID) in support of the Electron Microscopy (EM) Unit of the Research Technologies Branch (RTB) intends to negotiate on an other than full and open competition basis with Marine Reef International, 1048 Irvine Ave, Suite 634, Newport Beach, CA 92660 to procure one Leica EM Ice equipment, for sample preservation. The Leica EM Ice equipment is sold exclusively by Marine Reef International and they are the exclusive sales company for the Leica EM Ice equipment. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501 (a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. Delivery to Hamilton, Montana 59840 approximately 30 days after receipt of award. The Electron Microscopy (EM) Unit of the Research Technologies Branch (RTB) provides sample preparation and analysis ranging from basic to high resolution structural studies to immuno-localization of selected antigens for a wide array of specimens. A variety of methods, protocols, and equipment are employed to accommodate different preparative and imaging needs. Real-time viewing of samples by video image-sharing is available to NIAID users, enabling scientists at distant locations the ability to view samples simultaneously with microscopy staff. The EM Unit has a need for the Leica EM Ice high pressure freezer to effectively preserve samples by keeping them in their most native state. In order to effectively preserve samples, the unit requests the Leica EM Ice equipment which has an attached microscope, allowing samples to be frozen with ms precision when following processes within a cell. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same products may submit a response that could be considered by email (subject line to reference NIAID-NOI-17-1860812) to Akilah Bullock at akilah.bullock@nih.gov, by 6:00 pm eastern standard time Wednesday, September 6, 2017. All sources shall provide certification from OEM that they are an authorized reseller provider for this equipment. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
