- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. N6339417RHARBOR is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. This requirement is a Small Business set-aside and only qualified offerors may submit quotes. The associated North American Industrial Classification System (NAICS) code for this procurement is 488390 with a small business size standard of $38.5M. Naval Surface Warfare Center, Port Hueneme Division intends to enter into a Firm Fixed Price contract for the following requirement: The Naval Surface Warfare Center, Port Hueneme Division, Land and Sea Test Department (T61), operates and maintains the Navy Self Defense Test Ship (SDTS), a SPRUANCE class destroyer, for live-fire test and evaluation of surface weapon systems. The contractor shall provide licensed Harbor Pilot Services to safely navigate the SDTS from its mooring at Wharf Six, NBVC, Port Hueneme, CA to the vicinity of Port Hueneme Buoy PH1 (approximately one mile) and return to Wharf Six in compliance with US Coast Guard (USCG) publication CG 169 Navigation Rules of the Road and 46 USC 8502. The contractor shall provide the Harbor Pilot Services necessary to accomplish all docking services and movements of the SDTS into position at predestinated berths within the NBVC, Port Hueneme Harbor. Ship characteristics are: Length 563 feet; beam 45 feet; draft 32 feet; Propulsion 4 LM 2500 gas turbines/twin controllable/reversible pitch propellers. The contractor shall provide all equipment and material necessary to accomplish all pilotage of the SDTS into position at predestinated berths. Harbor Pilot Services shall be assigned to contractor employees at the discretion of the Naval Surface Warfare Center, Port Hueneme Division, Code T61, who may direct the vessel to take a Harbor Pilot at any time conditions warrant such action. The contractor has the right to refuse to perform pilotage when the SDTS vessel has been berthed and remains in jeopardy of stranding, collision or due to adverse weather conditions. The government will give a minimum two (2) hour notice to the contractor of need of Harbor Pilot Services. Contractor Harbor Pilots shall be available 24 hours a day, seven days a week. The contractor shall comply with all Licensing, Navigational Safety and USCG Supervisory regulations, applicable to all vessel movements in the Oxnard Harbor District Port Terminal Tariff. The contractor shall provide all required services upon issuance of verbal orders from the Naval Surface Warfare Center Code T61. Orders will include the name of the vessel, overall length, time and date, to include type of move (arriving, departing or intra-harbor). The contractor shall be required to provide proof of current 'Masters License' with 'First Class Pilot Endorsement from the USCG. Licenses shall be and remain in file at the contractor's office for immediate review by the Government during contract period of performance. In accordance with SECNAV M-5510.30., the Navy Personnel Security Program Manual, Chapter 6, Section 6-6, Paragraph 2b and 2c, as well as Homeland Security Presidential Directive 12 (HSPD-12) and United States Office of Personnel Management Memorandum, Final Credentialing Standards for Issuing Personal Identity Verification Cards under HSPD-12 dated 31 July 2008, the contractor shall ensure that all individuals performing work on behalf of the government have a current, favorably adjudicated Background Investigation (BI) of the appropriate level. Individuals that require IT-I level access to sensitive DoD and DON IT systems require a favorable adjudication of a Position of Trust Single Scope Background Investigation (PT/SSBI) and individuals that require IT-II level access require a favorable adjudication of a Position of trust National Agency Check with Inquires (PT/NACLC). A five year contract with a one-year base and four, one-year option periods is desired. Quote must be good for a minimum of 60 calendar days after close of buy. Terms are Net 30. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Payment terms are Net 30, as the Government does not pay in advance for any services being rendered, and must be in arrears to prevent invoice rejection. Payment is then made by EFT through the Defense Finance Service Center (DFAS). Award will be made to the Lowest Priced, Technically Acceptable, responsive and responsible Offeror. This is a competitive LPTA selection in which technical acceptability is considered the most important factor. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offers, with satisfactory past performance, shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. The Government intends to select ONE contractor for award of this effort. All responsible sources may submit a quotation which shall be considered by the agency. Respond no later than 4:00 pm Mountain Time, 11 September 2017.
