Description
Redacted CJ&A The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Delivery Order under an existing Basic Ordering Agreement (BOA) contract for tasks necessary to support the Maritime Targeting Capability (MTC), formally known as Synthetic Guidance, for the Operational Embedded Software (OES) Development needed to support an FY18 Maritime Targeting Capability (MTC) flight test. The task shall include delivery of an OES build suitable for use in flight test and subsequent fleet release, along with the associated documentation and simulation tools. For the purposes of this effort, NAVAIR intends to award the delivery order to Raytheon Missile Systems, P.O. Box 11337, Bldg 9022 M/S K1, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting - Veronica Harper - (520) 663-8839). Since 1998, Raytheon has been the sole developer, designer, and manufacturer of the Block IV Tactical Tomahawk Missile. Raytheon solely possesses the data rights to the current hardware and software configuration technical data packages for the Block IV Tomahawk Missile. Raytheon possesses the accredited performance analysis tools, interfaces, and models and simulations, as well as manages the key missile performance requirements and verification documents for the Tomahawk Missile. Because a detailed knowledge and expertise of the Tomahawk Block IV AUR missile is required to conduct tasking under this contract, RMS is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives. Responsible parties may submit capability statements which shall be considered. This is not a request for proposals.
