- Presolicitation Notice It is the intention of the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of the Office of Marine and Aviation Operations (OMAO), Norfolk, VA to solicit and purchase complete new DC Drive Assemblies for NOAA Ship RONALD H. BROWN, including System Installation Support. The new DC Drive Assemblies must meet current regulatory body requirements as well as (at minimum) have the same fit, function and performance as the existing units to replace the existing propulsion and bow thruster DC drive assemblies for NOAA Ship RONALD H. BROWN. NOAA Ship RONALD H. BROWN is currently outfitted with General Electric DC 2000 Digital Adjustable Speed Drive Assemblies which was installed when the vessel was built in 1997. The applicable North American Industrial Classification System (NAICS) code is 333618, Other Engine Equipment Manufacturing. The small business size standard for this NAICS code is 1,500 employees. The requested delivery date for the new DC Drive Assemblies is on or about July 2, 2018. This requirement is for the purchase of the equipment, only. Installation shall be completed at a later date during a scheduled dockside repair. An inspection of the ship is scheduled for on or about September 21, 2017 in North Charleston, SC (Pier, pier access information, and time will be provided in the Solicitation.) The acquisition will be issued as a Request for Quotation (RFQ) in accordance with FAR Part 13.5. The RFQ will be issued on or about September 6, 2017 with quotes due on or about September 28, 2017. The anticipated award date is October 16, 2017. This procurement is unrestricted; all responsible sources may submit a quote which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose quote represents the best value considering price and non-price factors. The RFQ will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFQ, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFQ. Prospective offerors who are interested in submitting a quote for this acquisition are encouraged to register with the FBO Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
