Description
****SEE UPDATE BELOW*** The USCG seeks to procure a total of thirteen (13) buoys (seven green and six red) that are capable all-season navigational buoys that support a self contained lantern as well as all-season navigational buoys with a self contained ice capable lantern. This action will permit the Coast Guard to provide a more reliable signal to the mariner, reduce discrepancy visits, and eliminate the need for biannual buoy hull replacements. Aids to Navigation Teams (ANTs) currently use the 49' Buoy Utility Stern Loader (BUSL) to remove and re-deploy lighted buoys in the fall and spring. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE SOLICITATION NUMBER IS HSCG30-17-Q-C25029. THIS COMBINED SYNOPSIS CONSTITUTES A SOLICITATION AND INCORPORATES PROVISIONS AND CLAUSES IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2017. THE NAICS IS 332313. THE CONTRACT TYPE WILL BE A FIRM FIXED PRICE PURCHASE ORDER. COMPANIES SHALL PROVIDE DUNS NUMBER AS WELL AS ANY QUALIFIYING SOCIOECONOMIC CATEGORIES. ALL BIDS SHALL INCLUDE SHIPPING. NO SET ASIDE WILL BE USED. THROUGH MARKET RESEARCH THE KO HAS FOUND VERY LITTLE AVAILABILITY OF THIS TYPE OF BUOY. Added: <input type="hidden" name="dnf_class_values[procurement_notice][description][1][added_on]" value="2017-08-15 11:21:21">Aug 15, 2017 11:21 am Modified: <input type="hidden" name="dnf_class_values[procurement_notice][description][1][modified_on]" value="2017-08-30 14:05:19">Aug 30, 2017 2:05 pm Track Changes The Department of Homeland Security (DHS), United States Coast Guard (USCG), intends to enter into negotiations on a sole-source basis under the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies of Services will Satisfy Agency Requirements) with Go Deep International (GDI);10 Watertower Road; Saint John, New Brunswick, Canada, E2M 7K2. GDI is the only known source for requested ice buoys. All responsible sources may submit a capability statement and quotation per this solicitation, which shall be considered by the agency. ***UPDATE*** 1. For the subject solicitation do you have a performance based specification? - No there is no performance based specification. The Coast Guard's requirements for this procurement are listed in the Synopsis. Below is a breakdown of the requirements: 1.) The ice buoys must be capable of year round deployment. 2.) Two types of ice buoys are required: buoys that can support a self contained lantern and buoys that come with a self contained ice capable lantern. 3.) The ice buoys must be deployable from a USCG 49' Buoy Utility Stern Loader (BUSL) boat. 2. Is this contract a design-build situation, or does the Coast Guard have a standard design ready for production? - No, the Coast Guard currently has no design established. The Coast Guard wishes to test this Commercial Off The Shelf (COTS) product. A solicitation will be issued in the coming year which will allow contractors to design and build buoys for first article testing. 3. If there is no design provided, from which specs should the design be driven? - See the requirements listed in question 1 above 4. Does the scope of this solicitation include associated tackle (e.g. anchor, ground line, chain, etc.)? - No 5. Is the primary construction material intended to be HDPE or steel? - High Density Polyethylene (HDPE) 6. Does the buoy need to be USCG type approved? - No 7. When is delivery expected? - 120 days after award 8. For the subject solicitation do you have a performance based specification? - same as question 1
