Description
INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates awarding a Sole Source, Firm-Fixed-Price contract for a Behavioral Eye Tracking System for the Activation of the Research and Development at Puget Sound Healthcare in Seattle, WA. Acquisition of this item is part of the initial outfitting and activation of the new VA Medical Center being constructed in Seattle, WA DESCRIPTION A Justification and Approval has been established based on Market Research conducted by the Department of Veterans Affairs. The Contractor shall deliver all items. All items must meet all salient characteristics and the contractor shall furnish all personnel, supplies, and equipment required for delivery. This requirement is a brand name and sole source justification for all CLINs outlined in the Salient Characteristics below. Salient Characteristics Background ORD- Special Funds FY17- MIRECC- The MIRECC is congressionally mandated to study and develop cures for post-traumatic stress disorder and its co-occurring medical disorders to include traumatic brain injury (TBI). Most TBIs in the VA population has resulted from combat exposure to explosive ordinance detonation which produces a complex whole-body injury exposure. The MIRECC requires the ability to track the movement of eyes across a variety of clinical research applications in persons with and without blast-related TBI to study the effects of whole body injury exposures, with an emphasis on non-invasive correlates of injury severity such as eye tracking. Furthermore, post-concussion "vision syndrome" is a well-recognized after-effect of head injury and one not currently assessed by the MIRECC in its studies of TBI and or PTSD. Recent reports validate eye tracking to be an important diagnostic and prognostic indicator of brain trauma characteristics and long-term outcomes. In keeping with this, the MIRECC has determined cranial nerves controlling eye movement are among the most easily and persistently injured central nervous tissues affected by blast-induced mild traumatic brain injury. Therefore, the VISN 20 MIRECC requires the capacity to document, surveil and investigate its expanded diagnostic and prognostic uses to help Veterans suffering from post-concussive traumatic brain injuries. The MIRECC does not currently have this capacity. This is a new addition / technology. This equipment will only be used in accordance with local IRB-approved protocols and other governing statutes as appropriate. Salient Characteristics This eye testing machine must satisfy the following characteristics CLIN 1: Eye tracking instrumentation for freely moving head during behavioral experimentation Basis of Design: Tobii Pro Spectrum 600Hz with Pro Spectrum Full edition Qty: 1 (Tobii cat# 400170 and 411060) Unit will collect relevant data without integration or connection to the VA LAN / network System must use Binocular bright and dark pupil tracking System must utilize two cameras to capture capture stereo images of both eyes for the accurate measurement of eye gaze and eye position in 3D space, as well as pupil diameter Unit must be designed for advanced studies of human behavior while measuring mechanics of the fastest eye movements (eg saccades). Unit must operate at 600 Hz per eye for eye tracking applications / measures. System must allow for natural head movement without the use of headgear, glasses, or other forms of head or body-associated camera mounts. System must be able to accurately track eyes for darkly or lightly pigmented individuals. System should have the option to be used with or without a computer screen for flexibility of applications. System should be able to be used with user defined monitors of any make or model. System should be able to be used under multiple sampling rate options (60, 120, 150, 300 or 600 Hz) System must come with an easily removable 24 screen System must come with a standard 2 yr warranty. System supplied monitor should meet or exceed the following requirements: Panel type IPS, LED backlight Screen size (diagonal) 23.8 Aspect ratio 16:9 Resolution 1920 x 1080 pixels Response time 5 ms (Gray-to-gray) Connectors: DVI, VGA, HDMI, Display port, 1 port for monitor control (USB 3.0), 2 port USB hub (USB 3.0), C13 power connector, Audio input connector: 3.5 mm, Headphone jack: 3.5 mm Built in speakers 1.0W+ 1.0W Power supply 100-240 VAC 50/60 Hz Power Max. rated power consumption: 42W; Typical power consumption: 13W; Power Save Mode: 0.5W; Power Management: Power Save (VESA DPM, DisplayPort Rev 1.1a, and DVI DMPM) System must meet or exceed the following Eye Tracking Specifications: Gaze data output frequency (binocular) Up to 600 Hz depending on edition Sample frequency variability Less than 0.3% Accuracy Approximately 0.4 ° at 65 cm Precision Approximately 0.1 ° at 65 cm Max. gaze angle 30 ° Freedom of head movement Width x height: 29 cm x 23 cm (11 x 9 ) at 65 cm. The head can be placed at a distance between 55 and 75 cm (22 and 30 ) Latency Total system latency: less than 5 ms @ 600 Hz (latency from the middle of the exposure to data available on client interface is less than 3 frames.) Gaze recovery time For blinks: immediate After lost tracking: equal to or less than 150 ms Recommended monitor Supplied 23.8 monitor Tracking technique Binocular bright and dark pupil tracking Data output (for each eye) Timestamp, Gaze origin, Gaze point, Pupil diameter, Validity Equipment provides: Eye image stream frequency is approximately 30 Hz, Zoomed-in eye images are available in tracking mode, Full-frame camera images available in gaze recovery mode System must come with a full Data collection and Analytics software package for use with the supplied eye-tracking instrument. This software must meet the following minimum requirements: System must have open data formats and architecture for exportability into other analytic programs. System must come with advanced analytical packages capable of plug-in-play data analysis. System / Supplier must have validated / well-characterized visual display stimuli that can be used for immediate research use Software must provide for visual heatmap representation of collected data as applied to the stimulus space Analytics software must be able to perform statistics of acquired data Software must allow for the development of advanced and visually complex visualizations and stimuli System should have available training and tech support options. Image stream is approximately 30 Hz with Eye images available in tracking mode and Full frame camera images available in gaze recovery mode System must provide TTL input stream at 600 Hz sampling frequency and 8 bit time stamped binary data to enable hi-fidelity synchronization capabilities with external biometric data sources Notification data stream that includes information about tracker status. Must provide software development kit (SDK) support that provides full set of advanced gaze data streams Must provide SDK that offers multi-platform support (including the latest versions of Windows, Linux, and Mac) and API bindings for several programming languages (.NET, Python, and Matlab). Analytic software must allow for data analysis of glasses-based recordings to allow for future expanded capabilities and requirements System must allow for the recording of galvanic skin response (GSR) data Software must allow for plotting GSR with eye tracking coordinates, kinetics, fixation and pupil data Software must allow for logging events for behavioral coding Software must allow for the export of the following data: Project name, subject name, record date, record start time and duration, timeline with user applied and system generated annotation, applied filter names (or characteristics as appropriate), record resolution, record of monitor latency, record timestamping data, gaze point in x and y coordinates for both eyes independently and aggregate (left eye combined with right eye), gaze position in 3D with individual and aggregate X,Y and Z information, gaze direction information for both eyes, similar X,Y,Z pupil position for both eyes, pupil diameter (left and right eyes separately), validity (left and right), eye position (X,Y,Z coordinates) for both eyes, eye movement classification based on kinetic data collected, fixation point description (position and time), stimulus names and potentially annotation of salient characteristics Software must allow for the design of experiments with multiple timelines, images, and or video stimuli Software must allow Eye tracking metrics export to Open XML (.xlxs) compatible spreadsheet Software must allow for back-editing of stimuli settings Must provide future support of VR integration Other Pertinent Information or Special Considerations This equipment will be used for VA and SIBCR funded research studies as well as non-funded Medical Student Research Training Program or MSRTP summer projects, MIRECC Fellow, NIH T32 Fellowship training, other graduate student work, and pilot work. The MIRECC is currently located in building 1, room B22 of VA Seattle-663 until the completion of the B101 Mental Health and Research Building (expected by the end of calendar year 2017). The equipment will then be moved to the MIRECC (3rd flr) in that building. This procurement is being conducted in accordance with procedures in FAR subpart 13.1 under the authority for other than full and open competition FAR 13.106-1(b) Sole Source Aquisition. If vendors believe they have the technical capability to meet this need, submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System For Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via the web to https://www.sam.gov. Responses must be received within five (10) days of this notice by 9:00 a.m., Eastern Standard Time. Responses should be submitted electronically to Sandra.mruk@va.gov and Grace.Kelly-Burnsworth. Any vendor interested in this requirement shall be an Original Equipment Manufacturer (OEM) authorized dealer or distributor for the proposed equipment/system such that OEM warranty and services are provided and maintained by the OEM or that the OEM gives authorization to the vendor to fulfill all warranty, service, and/or preventative maintenance obligations for the equipment on their behalf. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TELEPHONE REQUESTS WILL NOT BE HONORED.
