Description
HL7 FHIR Resources incorporation into the Semantic Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: MDIX, Inc. 130 John St. Suite 211 Lowell, Massachusetts MDIX began with the dedication to providing the most comprehensive and detailed interoperability tool for healthcare information. Many groups purport to perform message transformation. MDIX wants to solve message transformation. To create tools for anyone desiring real, machine computable, interoperability capacity. MDIX began with the MDMI software standard established by the Object Management Group and continues to add expertise and refinement to provide the best product: user ease; comprehensive capacity; and scalable access. We care about interoperability. (1) This project entails updating the SIW RI. MDIX, Inc. is the author of the SIW and the submission of the Model Driven Message Interoperability (MDMI) 2.0 standard specification to OMG. MDIX, Inc. supports SAMHSA in the development of the SIW of which MDMI is a component. The MDIX, Inc. team has unparalleled expertise in developing the MDMI standard which includes a RI and a meta-data repository and other standards. While there are organizations that could possibly do the same work, MDIX, Inc. is the only organization that has the expertise to do this work in a timely fashion; (2) In order for this project to be effective, the contractor must be able to begin delivery of tasks immediately following contract award date. MDIX, Inc. is the only entity with the accumulated content and technical expertise necessary to complete the necessary work within this short time frame; and (3) MDIX, Inc. has a unique set of relationships with existing organizations that provide input into the MDMI standard. MDIX, Inc. will need to draw on these relationships as it adds and updates the Semantic Interoperability Workbench. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. The email subject line must reference SAM200819. All responses are due by September 13, 2017, 12:00 PM Eastern Time and can be sent to Adam Sweeney at adam.sweeney@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
