This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RFQ-RML-E-1865737 This acquisition is a Request for Quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC is 2005-95 1/2017 The associated North American Industry Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500. This is not a total small business set aside. The National Institute of Allergy and Infectious Diseases (NIAID) National Institutes of Health (NIH) is seeking to purchase: Qty 1 of a Laser-Capture Microdissection System. The system must be complete and come fully operational. The system must include all tube collectors, dish holders, illumination, objectives, caps, slides, workstations, software, monitors, displays, stands, nosepieces, eyepieces, mounts, modules, docking stations, observers, eyecups, mirrors, reflectors, condensers, shutters, lamps, filters, fluars/neofluars, light guides, adapters, mmicroscopy camera and software. Must include the following capabilities: • Must be mounted on an inverted microscope and configurable with fluorescence and contrast optics (DIC & phase). • Must be capable of independent stage control and imaging software. • The system must include a motorized microscope stage. • Must conduct specimen search and navigation with a high precision stage movement controllable to 128nm step size, while the laser projectory remains perpendicular to the stage movement. • Must include an encoded stage. • Must allow dissected tissue retrieval with standard or adhesive micro-tubes. • Must be capable of performing micro-dissection and capture of tissue from membrane, non-membrane slides, and duplex dishes. • Must provide microscope and laser capture system from a single manufacturer. • Must have laser cutting resolution of less than 1 micron with a 100x objective. • The software must be application specific for automated laser micro-dissection and image archiving, including software control for laser focus, laser energy, and stage speed. • Must consist of a solid-state UV laser with 355nm cutting laser wavelength which does not impair DNA, RNA and protein recovery. • Must perform cell retrieval by Laser Pressure Catapult non-contact method for a contamination free specimen capture. • Must be able to perform cell retrieval from frozen sections, cytospins, paraffin sections, and touch preps. • Must be capable of cutting and extracting specimen from standard, charged, or membrane mounted slides. • Must be configurable to use a full range of objectives from 5x to 150x, with optional phase, DIC, Plas-DIC. • Must have automation to permit dissection and cell retrieval from several regions of interest in multiple fields of view of a single slide or multiple slides. • Must perform automatic tissue recognition and identification with pattern recognition software. Areas of interest must be identified using a virtually unlimited set of physical parameters, including, color, shape, size, intensity, morphology, contrast, etc. • Must be capable of using reference points to permit accurate extraction of similar regions of interest from a series of serial sections. • Must be configurable with stage incubation systems to regulate live cell viability conditions, including CO2, humidity and thermal controls. • Must be configurable with high resolution/high sensitivity imaging cameras to permit high level imaging and analysis. • Must consist of a modular design. • Must be compatible for configuration with other imaging technologies like tweezer applications, force measurement and select confocal apparatus. Demonstration systems acceptable, equipment must be re-inspected and come with a full one-year warranty. Delivery on or before 9/29/17. Quote must include any shipping charges and ETA. FOB point shall be destination; Bethesda MD 20814 NIH 10 Center Drive Bethesda, MD 20814 Award will be based on the capability of the item offered to meet the above stated salient characteristics, past performance, delivery, warranty, best value and the price to the government.
