- THIS IS A SOURCES SOUGHT NOTICE. This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Southern Arizona VA Health Care System (SAVAHCS) has a requirement for reagents and supplies for three stainers which are used in the SAVAHCS Histology Laboratory. The intent of the procurement is to award a firm-fixed price contract. The Statement of Work (SOW) defines the effort required for the purchase and delivery of the requirement to the Tucson VA. Unique Features: This project encompasses patient care across the Southern Arizona VA Health Care System (SAVAHCS) continuum. The SAVAHCS for reagents and supplies for three stainers which are used in the SAVAHCS Histology Laboratory. These stainers are used daily for Routine H&E Staining, Special Staining, Immunohistochemical Staining, In-Situ Hybridization, and Direct Immunofluorescent Staining of patient tissue which had been placed onto glass microscope slides. All tissue specimens removed from SAVAHCS patients are processed by the Histology Laboratory and very thin sections of tissue are placed on glass microscope slides. These sections of patient tissue are subjected to various automated staining methods, after which the cells of the stained tissue are microscopically analyzed by the Anatomic Pathologist for patient diagnosis. Small Business manufacturers for this NAICS code have a size standard of 1250 Employees. The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes will be issued in August, 2017. Award of a firm fixed price contract is contemplated by September, 2017. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. SCOPE The Southern Arizona VA Health Care System (SAVAHCS) Pathology and Laboratory Medicine Service requires reagents and supplies for three stainers which are used in the SAVAHCS Histology Laboratory. These stainers are used daily for Routine H&E Staining, Special Staining, Immunohistochemical Staining, In-Situ Hybridization, and Direct Immunofluorescent Staining of patient tissue which had been placed onto glass microscope slides. All tissue specimens removed from SAVAHCS patients are processed by the Histology Laboratory and very thin sections of tissue are placed on glass microscope slides. These sections of patient tissue are subjected to various automated staining methods, after which the cells of the stained tissue are microscopically analyzed by the Anatomic Pathologist for patient diagnosis. The Symphony S-Plus H&E Stainer is used to produce the Hematoxylin and Eosin routine staining used on all tissue specimens that are processed in Histology. The Symphony is also used to deparaffinize and prepare slides for manual staining methods, and will dehydrate, clear and coverslip slides stained slides. The Symphony can only be supported by reagents and supplies manufactured and distributed by Roche Diagnostics Corporation. The Benchmark Automated Special Stainer is used to stain tissue sections on glass slides at the special order of the Pathologist. The NexES can produce 14 unique special stains which the Pathologist will use to diagnose or rule out the presence of many pathological conditions. The reagents and supplies used on this stainer can only be obtained from Roche Diagnostics Corporation. The BenchMark ULTRA Immunohistochemical Stainer is also used to stain patient tissue on slides as ordered by the Anatomic Pathologist. The ULTRA produces 78 individual and combinations of Immunohistochemical (IHC) Stains, In-Situ Hybridization (ISH) Stains, and Direct Immunofluorescent (DIF) Stains. These stain show cellular details on the molecular level and are ordered by the Pathologist to diagnose or rule out the presence of diseases such as cancer. The reagents and supplies used on this stainer are manufactured by and can only be obtained from Roche Diagnostics Corporation. Approximately 140 individual products which are manufactured and distributed by Roche Diagnostics Corporation are required to accomplish staining and perform maintenance on the three stainers. Quantities needed are dependent on workload volume and the type of stain(s) requested by pathologists based on individual patient diagnostic needs. Items will be ordered on a need to basis. GENERAL REQUIREMENTS All reagents, solutions and supplies are designed for use on Ventana stainers. Reagents and are specifically packaged for use on equipment currently in use. As necessary, reagents and solutions are equipped with RFID labels which allow inventory documentation within equipment software.
