- Description
- The Naval Sea Systems Command intends to award a contract extension and ceiling increase, on a sole source basis, to General Dynamics Mission Systems (GDMS), Inc., in accordance with FAR 6.302-1, for Engineering Support Services during the Pre-planned Product Improvement (P3I) phase, to include the repricing of Low Rate Initial Production (LRIP) units under the Surface Mine Countermeasure Unmanned Undersea Vehicles (SMCM UUV) Knifefish contract, N61331-11-C-0017. This extension is for a 24 month period and estimated at $19.6M. Anticipated award date is 29 September 2017. This contract extension will provide for necessary engineering services to support completing the Developmental Testing/Operational Assessment (DT/OA) from a Craft of Opportunity, providing support for Initial Operational Test and Evaluation (IOT&E) from the Littoral Combat Ship (LCS), maintaining the Knifefish Product Baseline, and testing the Preplanned Product Improvements (P3I) capability. As the incumbent of the current contract, GDMS is the only source with the requisite knowledge and expertise to provide uninterrupted comprehensive engineering support for DT/OA and IOT&E for the Knifefish EDM and LRIP systems. GDMS is the only known source capable of providing the required support to the Navy in the time frame required in order to prevent possible disruption and unacceptable delays in mission critical efforts necessary to support the delivery of the Mine Counter Measure (MCM) Mission Package for the Fleet. The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other types of supplies or services will satisfy agency requirements to support the Fleet.
