Title: The International Society for Optics and Photonics (SPIE) Subscriptions Solicitation Number: NNX17ZXD006Q Notice Type: COMBINED SYNOPSIS/SOLICITATION Response Date: September 13, 2017 Classification Code: T Archive Date: September 30, 2017 Set Aside: No NAICS Code: 813920 Period Performance: One-year Base period, plus four one-year Option periods, estimated start date of September 15th, 2017. Base 9/15/2017 - 9/14/2018 Option 1 9/15/2018 - 9/14/2019 Option 2 9/15/2019 - 9/14/2020 Option 3 9/15/2020 - 9/14/2021 Option 4 9/15/2021 - 9/14/2022 Contracting Office Address: NASA Shared Services Center Jerry Hlass Road Stennis Space Center, MS 39529 Description: The NASA Shared Services Center (NSSC) has a requirement to establish a Blanket Purchase Agreement (BPA) to procure an electronic subscription to the journals and proceedings published by SPIE and featured in the SPIE Digital Library. NASA/NSSC intends to issue a Blanket Purchase Agreement (BPA) sole source contract to The International Society for Optics and Photonics (SPIE), Inc. 1000 20th St, Bellingham, Washington 98225-6705 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that The International Society for Optics and Photonics, Inc. is the sole provider for the publication of papers in SPIE journals and proceedings. Delivery of the journals and proceedings shall occur within 30 days of the order receipt date. A determination by the Government not to compete the proposed requirement based on responses received to this notice is solely within the discretion of the Government. Responsible contractors that can meet the requirements in this solicitation may to respond with comprehensive quotes via email to Nathan.Carver-1@nasa.gov by 12 PM on September 8, 2017 (Central Standard Time). The vendor shall be selected based on the lowest priced technically acceptable. The following factors shall be used to evaluate offers: technically capability and price This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 511120 The International Society for Optics and Photonics, Inc. The size standard is in number of employees (1,000). This is a Request for Quotations (RFQ), NNX17ZXD006Q, for a five-year BPA for to facilitate the acquisition of SPIE journal subscriptions, journal back issues, proceeding and tokens. Additional details are included in the statement of work attached to this solicitation in the RFQ file. The attached RFQ file is hereby incorporated into this solicitation. Oral communications are not acceptable in response to this notice. A SF1449 will be issued upon award of this procurement. By submission of an Offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
